           My wife, Glenda, and I are residents of Martinsville and the parents of four children:  Renata Arthur who works with the Morgan County Head Start program...Phil II, who is a school teacher at West Middle School, served over 15 years as a member of the Martinsville Police Department, and presently serves the community as District 5 City Councilman and  manager of the Jimmy Nash City Park Swimming Pool...Tonya Deckard owner/operator of a children's daycare service in Martinsville, and...Philicia Deckard who is Executive Director of the Brain Injury Association.   We are the proud grandparents of seven grandchildren and one great-grandchild.  Our children and grandchildren have been born and raised in Martinsville, and educated by the Martinsville school district. 
         We are very active in church and community activities.  My wife and I will be celebrating our
50th wedding anniversary this year.  I graduated from Bloomington High School in 1958 and attended Indiana University.  I am a Veteran, serving in the United States Air Force (SAC), and attended Midwestern University while in the Air Force.
             I was part owner/operator of the former Schmalz's Dept. Store on the square, in Martinsville, from 1963 - 1967.  I was affiliated with WCBK Radio, from its inception in 1967, as Operations Director, Sales and "On Air Announcer" until 1978 when I became involved in local government politics. 
             I am presently owner, with my son, of Phil Deckard & Associates Real Estate & Auctioneering and have been involved with real estate and auctioneering methods, in this area, for the past 30 years.
          In 1970, I was elected as Morgan County Clerk (as the youngest Clerk in the State of Indiana) and served two consecutive terms (1971-1978).  I served three consecutive terms as Morgan County Assessor (1979-1987) and two consecutive (8-years) terms as Mayor of Martinsville from 1988 to 1995.  (See accomplishments...)
       I presently serve as Morgan County's representative for Senator Richard G. Lugar, and have served in this capacity since Senator Lugar was first elected.  I have served as Delegate to the Republican State Convention, since 1968, and currently serve as the Precinct Committeeman for Washington Township Precinct #1. 
        I have served as the "Voice of the Artesians" basketball and football games at Martinsville High School for the past 30+ years, and serve as the  "Official Announcer" at the Indiana State Fair and Michigan State Fairs Cattle and Draft Horse Shows, as well as announcing at the Morgan County Fair and other events throughout Indiana.  In addition, my son and I conduct many "benefit/charity" auctions throughout the area.
       My hobbies include hunting and fishing, raising registered bird dogs, gospel singing and spending time with my children and grandchildren.
