Councilman Ben Merida announced that beginning tonight the Board of Works and Common Council meetings will be live-streamed on Facebook.
A motion was made by Boardmember Eric Bowlen to accept the Minutes of August 20, 2018. Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
YMCA Memorandum of Understanding – City Attorney Anne Cowgur reported a slight change in the agreement with the YMCA. A provision was added that would require a member of Council and of the YMCA to be present during the review.
Stop Lights at 2nd Street and Columbus – DPW Craig DeMott explained he has been in contact with the Principal of Bell East Academy. It was discussed and decided a change in the stop light at that intersection would be changed two hours before school and two hours after school.
Sewer Request for Proposals – City Engineer Josh Messmer reported a break in the sewer line in the area of Main Street and Jefferson Street. The break is an alley. A motion to allow the RFP was made by Boardmember Eric Bowlen. Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
Resolution Approving Capital Needs – Gary Smith of Reedy Financial Group appeared to present Resolution 2018-526. A listing of Capital needs is attached to the resolution. A motion to accept and allow the Resolution was made by Boardmember Eric Bowlen. Boardmember Ter-ry Buster seconded the motion. The Motion passes 3-0.
Reschedule October 1, 2018 Board of Works Meeting – Mayor Kohl requested the October 1st meeting be moved to October 9th. Mayor Kohl will be at a conference and will not be able to attend unless the date is changed. A motion to move the meeting to October 9th was made by Boardmember Eric Bowlen. Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
Reschedule October 15, 2018 Board of Works Meeting – Mayor Kohl suggested the change in date because the week of the 15th is Fall Break. A motion to change the date was made by Boardmember Eric Bowlen with Boardmember Terry Buster seconding. The Motion passes 3-0.
City Attorney Anne Cowgur reported that the Artesian Little League is interested in a long-term lease. In doing this the ALL would be willing to make improvements such as fencing and structures. If the City agrees to a long-term lease, ALL could apply for grants and donations. Ms. Cowgur asked if the Board of Works would like for to negotiate the terms and present it at a future meeting. It was agreed Ms. Cowgur will move forward with ALL. Boardmember Eric Bowlen requested this item be discussed at tonight’s Council meeting.
There being no further business, Boardmember Eric Bowlen made the motion to adjourn. Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
