A motion was made by Boardmember Eric Bowlen to accept the Minutes of October 09, 2018. Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
SCI REMC Lease – City Engineer Josh Messmer distributed an acceptance agreement in the amount of $5,850.00 per year for space at the Rogers Building for SCI REMC. A motion to accept and allow the lease was made Mayor Shannon with Boardmember Eric Bowlen seconding. The motion passes 3-0.
Sale of Lexus Nexus (formerly Carpet Mill) Building – City Engineer Josh Messmer presented an offer from the State of Indiana for the acquisition of approximately 0.820 acres in the Industrial Park, known as the Lexus Nexus Building. An offer of $720,000.00 has been made. Boardmember Terry Buster opined the amount was not enough. Mayor Kohl believes the amount is reasonable due to comparable comps. A Motion to accept and allow the sale was made by Boardmember Eric Bowlen. Mayor Kohl seconded the motion. The motion passes 2-0. Boardmember Terry Buster abstained.
Recorded Documents / Proposed Fee Structure – City Engineer Josh Messmer reported there have been many requests from the Public, various interested parties and businesses regarding alley vacations, plats, residential property, etc. It has become too large a request for the City Engineer, DPW, the Mayor and other City officials to sit and look up. Messmer reached out to area title companies regarding their rates to do this type of research. Messmer distributed a rate chart for Transnation Title Agency. A motion to accept and allow Transnation Title Agency to do research though 2018 was made by Boardmember Eric Bowlen. Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
Approval for Two Real Estate Appraisals – City Engineer Josh Messmer requested permission to solicit appraisals for the Rogers Building and the Reporter-Times building. Regarding the Reporter-Times building, it has recently sold to Doug Molin. Mr. Molin has offered to remodeled the building for the City of Martinsville to be used as our new City Hall. A motion to allow the solicitation of appraisals for both properties was made by Boardmember Eric Bowlen. Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
Water Department / Lights – Scotty Manley of the Water Department appeared to request action on updating the lighting at the Water Shop. Manley contacted Elliott Electric, Rebco Berling and Walls Construction for quotes. Elliott Electric did not respond. Rebco Berling bid $3,720.00 and Walls bid $2,484.00. A motion to accept and allow the bid of Walls Construction was made by Boardmember Eric Bowlen. Boardmember Terry Buster seconded the motion.
Storm-Water Issues – City Engineer Josh Messmer explained residents are having drainage problems in the area of Burton Lane and Virginia Avenue. Mr. Hodges who lives in the area says the problem needs fixed immediately. Heavy rains cause flooding in the area and a sink-hole is developing, all of which also affects the nursing home that is nearby. A motion to allow Messmer to contact a contractor for a quote was made by Mayor Kohl. Boardmember Eric Bowlen seconded the motion. The Motion passes 3-0.
