MINUTES

A motion was made by Boardmember Eric Bowlen to accept the Minutes of October 22, 2018.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

NEW BUSINESS

Redevelopment Bond 2018 / Barnes and Thornburg – City Attorney Anne Cowgur presented a letter of engagement for bond council with Barnes and Thornburg.  A motion to accept and allow the engagement was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes3-0.

General Obligation Bond 2018 / Barnes and Thornburg – City Attorney Anne Cowgur presented a letter of engagement for bond council with Barnes and Thornburg.  A motion to accept and allow the engagement was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes3-0.

Park District Bond 2018 / Barnes and Thornburg – City Attorney Anne Cowgur presented a letter of engagement for bond council with Barnes and Thornburg.  A motion to accept and allow the engagement was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes3-0.

Stop Signs – DPW Craig DeMott suggested placing a permanent stop sign at Washington and Mulberry Streets.  A discussion among the Board of Works agreed the intersection has poor visibility, especially when looking east. A motion to allow the stop sign was made by Boardmember Eric Bowlen with Boardmember Terry Buster seconding.  The Motion passes 3-0.

Lights at Roger’s Building –City Engineer Josh Messmer explained that part of the State buying a small parcel of City property located at Rogers Road included the City to remove the lights in the right of way.  Funding for the removal will come from Find 191.  The low bidder was Live Wire Electric at $2,147.40.  A motion to accept and allow the project to Live Wire Electric was made Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion. The Motion passes 3-0.

Fencing at Roger’s Building –City Engineer Josh Messmer explained that part of the State buying a small parcel of City property located at Rogers Road included the City to remove the fencing in the right of way.  Funding for the removal will come from Find 191.  The low bidder was Imperial Fencing.  A motion to accept and allow the project be let to Imperial Fencing was made Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion. The Motion passes 3-0.

Sale Barn – City Engineer Josh Messmer asked the Board of Works to allow the encumbrance of funds up to $200,000.00. The work for the Salt Barn may not be completed this year.  There is no funding for the Sale Barn in 2019.  Encumbering the 2018 Budgeted amount will allow the project to be competed.  A motion to accept and allow the encumbrance was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

Water Department Boring – City Engineer Josh Messmer explained a potential liability to City in that a City water line runs under a citizens’ porch.  He sot bids to move the line and Reed and Son came in the low bidder at $13,500.00.  Sub-Surface of Indiana bid $27,520.00 and Infra-Structure bidding $31,472.00.  A motion to award the project to Reed and Son was made by Boardmember Eric Bowlen and seconded by Boardmember Terry Buster.  The Motion passes 3-0.

Sewer Line Break at Rogers Quarry – City Engineer Josh Messmer asked the Board of Works to declare work already completed, to be an emergency.  The amount of the emergency work is $17.655.00 and was performed by Sub-Surface of Indiana.  IDEM has inspected the site, and has passed it.  A motion to declare the work and emergency was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0. 

Liberty Valley / Emergency – City Engineer Josh Messmer explained a new home tapping into the City’s infra-structure resulted in a bid of $17,655.00 for directional bore work.  A motion to declare the project an emergency was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.
