Common Council Meeting Minutes – December 3, 2018

Mayor Shannon Kohl called the Martinsville Common Council to order on Monday, December 3, 2018. Councilman Ben Merida led the Prayer to thos e in attendance. Mayor Kohl then led the attendees in the Pledge of Allegiance.

A quorum was declared present.

MINUTES

A motion was made by Councilman Ben Merida to waive the reading of the minutes of November 19, 2018 and to accept the minutes as written. Councilman Mike Lanam seconded the motion. The Motion passes 5-0.

ENGINEER’S REPORT

City Engineer Josh Messmer reported the Board of Works signed a letter of engagement with HWC for I-69 Utility Relocation project; the design phase of the LPA (Local Public Agency) for South Street will begin soon and he asked the Council to sign a letter of support to go with the LPA Sidewalk grant application.

CITY ATTORNEY

City Attorney Anne Cowgur explained to the Council that earlier this evening the Board of Works approved a City-wide Purchasing Policy. The action is the result of the report that was releases in May.

NEW BUSINESS

Resolution 2018-543 / Temporary Loan – Clerk Treasurer Becky Tumey requested a temporary loan from the Police Budget to Operation Pull Over. Funding will not arrive until February and the officers that worked Operation Pull-Over should be paid. A motion to accept and allow the Temporary Loan was made by Councilman Terry Buster. Councilman Kris Fuller seconded the motion. The Motion passes 5-0.

Resolution 2018 – 546 / Transfer of Funds – City Clerk Treasurer Becky Turney explained the telecommunication line in the Police Budget is low. Tumey recommended a transfer from Police Salaries to Police Communications in the amount of $14,000.00. A motion to accept and allow the Transfer of Funds was made by Councilman Ben Merida. Councilman Terry Buster seconded the motion. The Motion passes 5-0.

Ordinance Discussion of Open Burning and False Alarms – Fire Chief Terry Buster was unable to attend tonight’s meeting. Therefore, a motion to table the discussion was made by Councilman Ben Merida. Councilman Terry Buster seconded the motion. The Motion passes 5-0.

CLAIMS

A motion to accept the claims as reported was made by Councilman Ben Merida and seconded by Councilman Terry Buster. The Motion passes 5-0.

MISCELLANEOUS/ PUBLIC COMMENTS

Stephanie Nutter, 2682 Teresa Drive expressed her thanks to the Council regarding the Animal Control Ordinances. Soon a draft will be presented to the Council for review.

Citizen Richard Bastin, 216 E. Washington St. asked the Council to do something about junk that is near property on Catherine Street that Bastin owns. Bastin was advised this issue is on the next Unsafe Building meeting.

There being no further business, Councilman Terry Buster made a motion to adjourn. This was seconded by Councilman Kris Fuller. The Motion passes 5-0.
