MINUTES

A motion was made by Boardmember Eric Bowlen to accept the Minutes of February 19, 2019.  Mayor Kohl seconded the motion.  The Motion passes 2-0.

OLD BUSINESS

None

ENGINEER REPORT

City Engineer Josh Messmer announced officials of the EPA (Environmental Protection Agency) will give a brief presentation during the Council meeting this evening.  Messmer reported an emergency repair in the Blue Bluff Road area.  The leak was discovered while addressing the Artesian Little League issue.  Roberts Construction did the repairs. A motion to declare the repairs an emergency was made by Boardmember Eric Bowlen.  Mayor Kohl seconded the motion.  The Motion passes 2-0.

NEW BUSINESS

Hot Box – DPW Craig DeMott presented information regarding a piece of equipment that will allow various City Departments to fill potholes and utility cuts with hot asphalt.  The equipment will can heat up hot or cold mix, recycle millings and reclaim virgin asphalt.  The unit is a Falcon 4-ton Dump with Dual Diesel Burners and will cost $33,000.00.  It was agreed the cost will be shared as follows: 1/3 each from Street, Sewer and Water.  A motion to accept and purchase the equipment was made by Boardmember Eric Bowlen.  Mayor Kohl seconded the motion.  The Motion passes 2-0.

A motion to accept and allow the adjustments was by Boardmember Eric Bowlen.  Mayor Kohl seconded the motion. The Motion passes 2-0.

MISCELLANEOUS

City Engineer Josh Messmer introduced the officials from the EPA.  They were Eric, Kirsten and Motrea. 

ADJOURN – There being no further business, Boardmember Eric Bowlen made the motion to adjourn.  Mayor Kohl seconded the motion. The Motion passes 2-0.
