MINUTES

A motion was made by Boardmember Eric Bowlen to accept the Minutes of March 4, 2019.  Mayor Kohl seconded the motion.  The Motion passes 2-0.  Boardmember Terry Buster abstained.

OLD BUSINESS

Little League Drainage Update – City Engineer Josh Messmer reported the drains in the area of the Artesian Little League fields have been cleaned and appear to have solved the drainage issue.

Puma Computers Investigations – City Engineer Josh Messmer was to have met with the owners, but the owners had to cancel.  An update will be provided at a later date.

NEW BUSINESS

Right of Entry / 340 E Cunningham Street – City Engineer Josh Messmer explained this property has a brick wall that is failing near the sidewalk.  The homeowner is willing to allow the City to remove the brick and stabilize the soil.  A motion to accept and allow this action was made by Boardmember Eric Bowlen with Boardmember Terry Buster seconding the motion.  The Motion passes 3-0.

Community Crossings Bid Opening – City Engineer Josh Messmer and Troy Swan of HWC opened the following bids: Application #2559, E&B Paving, $531,591.00; Midwest Paving, $424,967.30; Milestone, 4522,425.30; and Robertson Paving, $427,298.50.  Application #2635, E&B Paving, $306,723.40; Missouri Petroleum Inc., $244,992.66 and Pavement Solutions, $193,555.36.  A motion to award Application #2559 to Midwest Paving and Application #2635 to Pavement Solutions was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion. The Motion passes 3-0 pending review of all documents.

DLZ Space Needs Feasibility Study – City Engineer Josh Messmer requested permission to do a space needs study for City offices.  A motion to allow the study was made by Boardmember Terry Buster.  Boardmember Eric Bowlen.  The Motion passes 3-0.

A motion to accept and allow the adjustments was by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion. The Motion passes 3-0.

MISCELLANEOUS

City Attorney Anne Cowgur discussed concerns regarding the lease between the City and Artesian Little League. ALL is asking the City to make more improvement to the fields and for financial assistance.  Cowgur stated the lease document presented tonight would allow the ALL to start their season while the other issues are worked out.  A motion to accept the lease and allow Cowgur to work on the details was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

ADJOURN – There being no further business, Boardmember Terry Buster made the motion to adjourn.  Boardmember Eric Bowlen seconded the motion. The Motion passes 3-0.
