MINUTES

A motion was made by Boardmember Eric Bowlen to accept the Minutes of March 18, 2019.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

OLD BUSINESS

Artesian Little League – Manny Herzog, sitting in for City Attorney Anne Cowgur, has reviewed the ALL lease and advises the Board of Works to accept the lease.  Changes pertained to insurance liability coverage and hours.  A motion to accept and allow the amended lease was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.  Later in the meeting Herzog asked the Board to approve the hours of operation to be 7:00 a.m. to 9:00 p.m. A motion to accept and allow the change was made by Mayor Kohl.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

None

NEW BUSINESS

Bid Opening for Jackson Street Water Project – City Engineer Josh Messmer explained this project for a water main replacement.  The first bid was from Reed and Sons, in the amount of $314,600.00.  The second bid was from Roberts Construction, in the amount of $168,000.00. Messmer requested the Board allow him to award the project to lowest and most responsible bidder after review of documents.  A motion to accept and allow was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

Reschedule Aril 15, 2019 Meeting – Mayor Kohl requested the next Board of Works meeting be moved from April 15th to April 22nd, due to health issues.  A motion to change the date was made by Boardmember Eric Bowlen and seconded by Boardmember Terry Buster.  The Motion passes 3-0.

Buffer Zone Map – City Engineer Josh Messmer requested he be allowed to hire Northpointe Engineering, in the amount of $5,200.00, to work on the City’s Buffer Zone maps.  A motion to accept and allow was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

Plaza Drive Closure – City Engineer Josh Messmer distributed a map showing the area to be closed on Plaza Drive during the I-69 construction.  There are concerns traffic will use Plaza Drive as a cut-through to Plaza businesses.  The entrance to be closed in at Plaza Drive and Morton Avenue.  A motion to accept and allow was made by Boardmember Mayor Kohl with Boardmember Eric Bowlen seconding.  The Motion passes 3-0.

Temporary Traffic Pattern – City Engineer Josh Messmer distributed a map detailing a change in traffic in downtown Martinsville.  Streets affected include” Morgan; Mulberry; Jefferson and Washington.  The north entrance to the Court House will be closed.  The changes will occur at a later date.  A motion to accept and allow was made by Boardmember Eric Bowlen and seconded by Boardmember Terry Buster. The Motion passes 3-0.

Nice Law Firm Easement Acquisition – City Engineer Josh Messmer requested that the Nice Law Firm be hired to handle contracts for the easements related to I-69.  A motion to accept and allow was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

Soil Borings Cunningham Street – It was explained by City Engineer Josh Messmer; soil borings are necessary to determine how to fix the leaning wall at a residence on Cunningham Street.  A motion to allow Earth Explorations to do the work was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion. The Motion passes 3-0.

Approval for Community Crossings Contracts – City Engineer Josh Messmer requested approval to execute a Community Crossing Project with Midwest LLC. A motion to accept and allow was made by Boardmember Eric Bowlen with Boardmember Terry Buster seconding.  The Motion passes 3-0.  Messmer also requested approval to execute a second Community Crossing Project with Pavement Solutions.  A motion to accept and allow was made by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion.  The Motion passes 3-0.

A motion to accept and allow the adjustments was by Boardmember Eric Bowlen.  Boardmember Terry Buster seconded the motion. The Motion passes 3-0.
