Common Council Meeting Minutes – May 20, 20, 2019

Mayor Shannon Kohl called the Martinsville Common Council to order on Monday, May 20, 2019.  Citizen Ben Merida led the Prayer to those in attendance. Mayor Kohl then led the attendees in the Pledge of Allegiance.

A quorum was declared present.

MINUTES

A motion was made by Councilman Terry Buster to waive the reading of the minutes of May 6, 2019 and to accept the minutes as written.  Councilman Mike Lanam seconded the motion.  The Motion passes 4-0.

MAYORS REPORT

None

 ENGINEER’S REPORT

City Engineer Josh Messmer said the Resolution for the Lexis Nexis imminent domain has been misplaced.  He requested that those present, tonight sign another copy. Messmer reported that earlier tonight, the Board of Works passes a resolution accepting the PER (Preliminary Engineer Report).

OLD BUSINESS

Form Tec Annual Abatement Compliance – MCEDC Mike Dellinger appeared and requested the Council accept the annual report.  A motion to accept and allow was made by Councilman Phil Deckard II.  Councilman Terry Buster seconded the motion.  The Motion passes 4-0.

NEW BUSINESS

Resolution 2019-558 / Temporary Loan – Clerk-Treasurer Becky Tumey presented the resolution that would allowed $11,420.00 to borrowed from Rainy Day to make the bond payment.  The bond payment was made on time.  A motion to accept and allow was made by Councilman Mike Lanam.  Councilman Terry Buster seconded the motion.  The Motion passes 4-0.

Resolution 2019-559 / Temporary Loan – Clerk-Treasurer Becky Tumey presented the resolution that would allowed $6,060.85 to borrowed from the General Fund to make the bond payment.  The bond payment was made on time.  A motion to accept and allow was made by Councilman Phil Deckard II.  Councilman Mike Lanam seconded the motion.  The Motion passes 4-0.

Resolution 2019-556 / Transfer Station – Clerk-Treasurer Becky Tumey explained to the Council there are issues with collecting delinquent accounts at the Transfer Station.  Deputy Clerk Stacey Williams processes the credit customers every month and has the same two or three that are continually late to remit their payments.  A motion to accept and allow was made by Councilman Phil Deckard II.  Councilman Mike Lanam seconded the motion.  The Motion passes 4-0.

Surplus Equipment / Police Department – Police Chief Rodger Wiltermood appeared and requested the Council declare various Police equipment as surplus.  Items include consoles and rifle racks.  The items will be sold at the next City Auction.  A motion to accept and allow was made by Councilman Terry Buster.  Councilman Phil Deckard II seconded the motion.  The Motion passes 4-0.

Surplus Equipment / Parks Department – Park Board President Melanie Foley reported at a recent Park Board meeting a Kubota tractor was declared surplus and will be used to trade in for another piece of equipment.  After a brief discussion, a motion to support the Park Board’s decision was made by Councilman Ben Mahan.  Councilman Terry Buster seconded the motion.  The Motion passes 4-0.

Mayor took a moment and thanked the Park Board for all they do.  She recognized the hits the Park Board has taken on social media.  Melanie Foley reported the basketball nets had been taken down due to disrespectful behavior.  However, they were down for only a couple of days.  They have since been replaced.  Foley asked if a Council member could be a Park Board member.  City Attorney Anne Cowgur will check on it.  Councilman Phil Deckard II asked that a Park Board member attend a Council meeting and give updates.

CLAIMS

A motion to accept and allow the claims as reported was made by Councilman Phil Deckard II.  Councilman Mike Lanam seconded the motion.  The Motion passes 4-0.

There being no further business, Councilman Terry Buster made a motion to adjourn.  This was seconded by Councilman Phil Deckard II.  The Motion passes 4-0.
