Common Council Meeting Minutes – August 19, 2019

Mayor Shannon called the Martinsville Common Council to order on Monday, August 19, 2019. Following a moment of silence for fallen serviceman Andrew M. St. John, Deputy Clerk Ben Merida led the Prayer to those in attendance. Mayor Kohl then led the attendees in the Pledge of Allegiance.

MINUTES 

A motion was made by Councilman Eric Bowlen to waive the reading of the minutes of August 5, 2019 and to accept the minutes as written.  Councilman Phil Deckard II seconded the motion.  The Motion passes 6-0.

OLD BUSINESS

Resolution 2019-574 / Mineral Springs / Flaherty & Collins – The Resolution will grant a ten –year tax abatement.  The targeted area includes 289 W. Harrison St.; 110 N. Main St.; and 110 W. Washington Street.  A motion to accept and allow was made by Councilman Phil Deckard II.  Councilman Chip Keller seconded the motion.  The Motion passes 6-0.

Ordinance 2019-1797 / A.A. for Police – The Police Department is asking for additional funding in the amount of $7,000.00 to cover dental and surgical costs for two K-9 officers.  A motion to close the Council meeting was made by Councilman Phil Deckard II.  Councilman Mike Lanam seconded the motion.  The Motion passes 6-0.

A motion to open the Public Hearing was made by Councilman Phil Deckard II.  Councilman Chip Keller seconded the motion.  The Motion passes 6-0.

PUBLIC HEARING

Mayor Kohl called for Public Comment for the Additional Appropriation for the K-9 Officers.

Mayor Kohl called a total of three times for Public Comment.  Hearing none, a motion to close the Public Hearing was made by Councilman Phil Deckard II, with Councilman Eric Bowlen seconding.  The Motion passes 6-0.

A motion to reconvene the Council meeting was made by Councilman Phil Deckard II and Council Chip Keller seconding.  The Motion passes 6-0.

A motion to accent and allow Ordinance 2019-1797 was made by Councilman Eric Bowlen.  Councilman Phil Deckard II seconded the motion.  The Motion passes 6-0.

Ordinance 2019- 1798 / A.A. Fire – The Fire Department is asking for additional funding in the amount of $25,000.00 to truck maintenance through the end of the year.  A motion to close the Council meeting was made by Councilman Mike Lanam.  Councilman Phil Deckard seconded the motion.  The Motion passes 6-0.

A motion to open the Public Hearing was made by Councilman Phil Deckard II.  Councilman Eric Bowlen seconded the motion.  The Motion passes 6-0.

Mayor Kohl called a total of three times for Public Comment.  Hearing none, a motion to close the Public Hearing was made by Councilman Phil Deckard II, with Councilman Ben Mahan seconding.  The Motion passes 6-0.

A motion to accent and allow Ordinance 2019-1798 was made by Councilman Phil Deckard II.  Councilman Ben Mahan seconded the motion.  The Motion passes 6-0.

Ordinance 2019-1801 / New Sewer Rates – City Engineer Josh Messmer reminded everyone this is the second reading of this proposed ordinance.   A motion to close the Council meeting was made by Councilman Phil Deckard II.  Councilman Chip Keller seconded the motion.  The Motion passes 6-0.

A motion to open the Public Hearing was made by Chip Keller.  Councilman Terry Buster seconded the motion.  The Motion passes 6-0.

Mayor Kohl called a total of three times for Public Comment.  Hearing none, a motion to close the Public Hearing was made by Councilman Phil Deckard II, with Councilman Terry Buster seconding.  The Motion passes 6-0.

A motion to accent and allow Ordinance 2019-1801 was made by Councilman Terry Buster.  Councilman Mike Lanam the motion.  The Motion passes 6-0.

Flaherty & Collins/Mineral Springs – Annual Compliance – The SB-1 for Mineral Springs shows compliance for the tax abatement.  A Motion to accept and accept was made by Councilman Eric Bowlen.  Councilman Terry Buster seconded the motion.  The Motion passes 6-0.

NEW BUSINESS

Fire Department / Funds from Surplus Equipment – Fire Chief Terry Anderson reported he received $6,280.00 from the sale of surplus SCBA equipment.  Anderson asked the Council for permission to spend the funds for a new thermal camera and gas detectors.  A motion to accept and allow was made by Councilman Phil Deckard II.  Councilman Eric Bowlen seconded the motion.  The Motion passes 6-0.

Phase II / Training Center – Fire Department – Fire Chief Terry Anderson reported he ready to move forward with upgrades at the Fire Training Center.  Anderson said the funding of $142,000.00 will come from the GO 18 bond.

Ordinance 2019-1804/ Additional Appropriation /LOIT Special Distribution – City Engineer Josh Messmer presented the proposed ordinance in the amount of $250,000.00.  Messmer explained this is the City’s 20% match for the LPA projects.  This is the first reading.   A motion to close the Council meeting was made by Councilman Eric Bowlen.  Councilman Phil Deckard II seconded the motion.  The Motion passes 6-0.

A motion to open the Public Hearing was made by Phil Deckard II.  Councilman Ben Mahan seconded the motion.  The Motion passes 6-0.

New Personnel Forms – Deputy Clerk Ben Merida presented to the Council the use of the following forms: Off-Boarding Checklist, Property Checklist, On-Boarding Checklist and Personnel Checklist.  Merida added all forms have been approved for use earlier this evening by the Board of Works.

Artesian Group Partnership Request – City Engineer Josh Messmer explained Artesian Group is requesting the City purchase five (5) benches to be placed in the green space around the square.  The Council voted to spend up to $8,500.00 from the EDIT Fund for the benches.  A motion to accept and allow was made by Councilman Eric Bowlen.  Councilman Phil Deckard II seconded the motion.  The Motion passes 6-0.

CLAIMS

A motion to accept and allow the claims as reported was made by Councilman Phil Deckard II.  Councilman Mike Lanam seconded the motion.  The Motion passes 7-0.

MISCELLANEOUS

Police Chief Rodger Wiltermood asked the Council for clarification for new Police vehicles.  It was explained Wiltermood can proceed with the three (3) K-9 vehicles and 10 Chargers.  A Public Hearing and Additional Appropriation request will begin on September 9, 2019.

ADJOURN

There being no further business, Councilman Phil Deckard II made a motion to adjourn.  This was seconded by Councilman Terry Buster.  The Motion passes 7-0.
