Mayor Shannon called the Martinsville Common Council to order on Monday, December 16, 2019. Ben Merida led the Prayer to those in attendance. Mayor Kohl then led the attendees in the Pledge of Allegiance.

A quorum was declared present.
A motion was made by Councilman Eric Bowlen to waive the reading of the minutes of December 2, 2019 and to accept the minutes as written. Councilman Phil Deckard !! seconded the motion. The Motion passes 5-0.
Mayor Kohl thanked City workers for clearing the snow from our streets. She reminded Council members check their emails, as she had sent a report covering her tenure. Kohl also stated she met with Mayor-elect Kenny Costin and Mrs. Costin and the meeting went well.
A motion to table the proposed ordinances listed below was made by Councilman Eric Bowlen. Councilman Phil Deckard II seconded the motion. The Motion passes 5-0.

Ordinance 2019-1815 / Prohibit Over-Night Parking in Public Parking Facilities
City Phone System / Ben Merida – Merida requested and received permission to obtain quotes from AT&T, Comcast and Anderson Systems to update and connect the City’s telephone costs. Merida said changes could save the City $3,000.00 to $5,000.00 each month.
Resolution 2019-593 / Transfer of Funds – Fire Department – Fire Chief Terry Anderson requested the Council allow the transfer of funds that would allow him to replace 20lb. body armor with 7lb. armor. A motion to accept and allow was made by Councilman Phil Deckard II. Councilman Eric Bowlen seconded the motion. The Motion passes 5-0.
Ordinance 2019 – 1817 / Amend 2020 Salary Ordinance – Deputy Clerk Ben Merida asked the Council to amend the ordinance due to an over-sight regarding the Fire and Police Chief’s pay. As this is the first reading, City Attorney Anne Cowgur explained if the Council wanted to pass this tonight, they would have to vote to suspend the rules. A motion to suspend the rules was made by Councilman Eric Bowlen, with Councilman Phil Deckard II making the second. A roll-call vote resulted in the following yea’s: Councilmen Lanam, Deckard II, Bowlen, Keller and Mahan. This passed 5-0. A motion to accept and allow the amendment was made by Eric Bowlen.
