Common Council Meeting Minutes – May 26, 2020

Mayor Costin called the virtual meeting Martinsville Common Council to order on Tuesday, May 26, 2020. Councilman Phil Deckard Sr., led the prayer, followed by leading the Pledge of Allegiance.

A quorum was declared present.

MINUTES

A motion was made by Councilman Phil Deckard II to waive the reading of the minutes of May 11, 2020 and to accept the minutes as written. Councilman Phil Deckard Sr., seconded the motion. The Motion passes 6-0.

SUPERINTENDENT’S REPORT

DIRECTOR OF PLANNING & ENGINEERING

DPE Gary Oakes reported he has been in contact with FEMA and DNR regarding the levee; extending utilities to State Road 44 and State 252; South Street to Grand Valley will open soon with markings and signage; Mahalasville Road in front of South School will become a 4-way stop; and the Buffer Zone issue will be returned to the Plan Commission for action.

POLICE DEPARTMENT

Police Chief Kurt Spivey recognized Officer Lachelle Mauer for 15 years of service. Mauer joined the Department in December 2004.

OLD BUSINESS

NEW BUSINESS

Surplus Items – City Superintendent Mac Dunn presented lists of various surplus equipment and vehicles from the Fire Department, Police Department and Street Department. A motion to accept and allow the items to be declared surplus was made by Councilman Chip Keller. Councilwoman Ann Miller seconded the motion. The Motion passes 6-0. An auction is planned for later this summer.

Ordinance 2019-1806 / Fourth Amendment – Superintendent Mac Dunn called for the Council to increase the salary of the custodian at City Hall. Recent renovations at City Hall has resulted in three additional offices and one restroom to be cleaned. An increase of $5,000.00 is requested. A motion to accept and allow was made by Councilman Chip Keller with Councilman Phil Deckard II making the second. The Motion passes 6-0.

South Central Indiana REMC / Annual Abatement Compliance Report – Clerk-Treasurer Becky Tumey reported the annual CF-1 report for South Central Indiana REMC is in order and requested approval by the Council. A motion to accept and allow was made by Councilman Phil Deckard Sr. Councilwoman Ann Miller seconded the motion. The Motion passes 6-0.

Resolution 2020-606 / Reimbursement of Expenses Related to the Waterworks Revenue Bond – City Attorney Dale Coffey explained the resolution is necessary so the City can be reimbursed expenses associated with the upcoming bond. A motion to accept and allow was made by Councilman Phil Deckard II. Councilman Chip Keller made the second. The Motion passes 6-0.

A motion to accept and allow the claims was made by Councilman Phil Deckard II. Councilman Chip Keller seconded the motion. The Motion passes 6-0.

MISCELLANEOUS

Mayor Costin announced the next Council meeting will be June 8th at 7:00 p.m.

There being no further business, Councilman Phil Deckard II, made a motion to adjourn. This was seconded by Councilwoman Ann Miller. The Motion passes 6-0.
