Mayor Costin called the Martinsville Common Council to order on Monday, September 28, 2020. Police Pastor Russ Cochrum led the Prayer to those in attendance. Mayor Costin then led the attendees in the Pledge of Allegiance.

Mayor Costin presented the Minutes of September 14, 2020 to the Council. There being no objections, the Minutes were approved by unanimous consent.
FIRE DEPARTMENT REPORT
Chief Greene gave the Council an update on the Baby Box. He also asked that if the Council were asked any questions about the Baby Box that those questions be referred to Chief Greene. Chief Greene also mentioned some upcoming training sessions on kitchen fire safety.
Second Reading and Consideration of Ordinance 2020-0008– Direct of Planning Gary Oakes presented the ordinance for consideration. A motion to approve was made by Councilman Phil Deckard Sr. Councilman Kris Fuller seconded the motion. The Motion passes 7-0.
Consideration of Ordinance 2020-0009 – City Attorney Dale Coffey presented the ordinance to establish the City of Martinsville’s Redevelopment Authority. A motion to suspend the rules and pass on first reading was made by Councilman Phil Deckard Sr.. Councilwoman Ann Miller seconded the motion. The Motion passes 7-0.
A motion to approve the ordinance was made by Councilman Kris Fuller. Councilwoman Ann Miller seconded the motion. The Motion passes 7-0.
Consideration of Resolution 2020-612 – Deputy Clerk Ben Merida presented the resolution. This resolution would transfer funds from park salaries & health insurance to park paving and pool maintenance. A motion to approve was made by Councilwoman Ann Miller. Councilman Kris Fuller seconded the motion. The Motion passes 7-0.
Mayor Costin presented the Claims. Councilman Ben Mahan asked why the claims were not sent to Council on the Friday prior to the meeting. Deputy Clerk Ben Merida explained that an issue with the scanner at the Clerk Treasurer’s office caused a delay in the dockets being sent until early Monday morning. The Council agreed to have a follow up conversation with the Clerk Treasurer to gauge if it would be possible to obtain the claim dockets earlier going forward. A motion to approve the claims was made by Councilman Phil Deckard II. Councilman Chip Keller seconded the motion. The Motion passes 7-0.
Mayor Costin reminded the Council of the upcoming joint workshop that would be on Monday, October 5th at 4:00 PM in the Lucille Sadler Room at the County Administration Building.
Mayor Costin also read a statement regarding a recent article in the local newspaper.
Councilman Phil Deckard II asked if City Hall would be making an announcement soon regarding Halloween. Executive Assistant Mack Porter stated than an announcement would be made on Thursday, October 1st.
Citizen Chance Hartley asked the Council to consider amending the ordinance on easements and right of ways.
Citizen Cecilia Kreft encouraged transparency within the local government.
There being no further business, Councilman Phil Deckard II made a motion to adjourn. This was seconded by Councilwoman Ann Miller. The Motion passes 7-0.
