Common Council Meeting Minutes – October 13, 2020

Mayor Costin called the meeting Martinsville Common Council to order on Tuesday, October 13, 2020.  Pastor Adam Varnel of the Spirit of Life Church led the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Mayor Costin presented the Minutes of Monday, September 28, 2020 to the Council.  There being no objections, the Minutes were approved by unanimous consent.

STAFF REPORTS

City Superintendent Mac Dunn – Dunn reported an issue had come up regarding certain activities in the City right-of-way.  Dunn has made contact with the person involved and the activities will halt.

NEW BUSINESS

Ordinance 2020-0010 / 2021 Budget – First reading; action on October 26, 2020.

Ordinance 2020-0011 / Additional Appropriation– First reading; action on October 26, 2020.

Ordinance 2020-0012 / Amendment of Municipal Code Chapter 66 “Collection and Disposal of Solid Waste– First reading; action on October 26, 2020.

Ordinance 2020-0013 / Setting Salaries for Elected Officials 2021 – First reading; action on October 26, 2020.

Ordinance 2020-0014 / Setting Salaries for Certain Appointed Officials and Employees 2020 – First reading; action on October 26, 2020.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard II, with Councilman Chip Keller making the second.  The Motion passes 7-0.

A motion to recess the Council meeting was made by Councilman Phil Deckard II.  Councilman Chip Keller seconded the motion.  The Motion passes 7-0.

PUBLIC HEARINGS

A motion to open the Public Hearing meeting was made by Councilman Phil Deckard II.  Councilman Chip Keller seconded the motion.  The Motion passes 7-0.

Ordinance 2020-0010 / 2021 Budget –  Mayor Costin called three times for public comment.  Hearing none, Councilman Phil Deckard Sr. made the motion to close the public hearing.  This was seconded by Councilman Kris Fuller.  The Motion passes 7-0.

A motion to reconvene the Council meeting was made by Councilman Phil Deckard Sr. with Councilman Kris Fuller making the second.  The Motion passes 7-0.

COUNCIL COMMENT

Councilman Phil Deckard II confirmed the City is now doing weekly bilk trash pick-up.  Mayor Costin reported the City is looking into recycling sludge from the Waste Water Treatment Plant.

Public Comment

Citizen Chance Hartley appeared to discuss removing people from City right-of-way located directly in front of his home.  City Attorney Dale Coffey suggested called the Police.

MEETINGS

There will be an Executive Session on Monday, October 19, 2020 at 6:00 p.m., at the Fire Headquarters Training Room.

The next regular meeting will on Monday, October 26, 2020 at 7:00 p.m. in Council Chambers.

Making the motion to adjourn was Councilman Chip Keller.  Councilman Kris Fuller seconded the motion.  The Motion passes 7-0.
