Common Council Meeting Minutes – October 26, 2020

Mayor Costin called the meeting Martinsville Common Council to order on Monday, October 26, 2020.  Chaplin Russ Cochrum for the Martinsville Police Department led the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Mayor Costin presented the Minutes of Monday, October 13, 2020 to the Council.  A motion to accept and allow the Minutes was made by Councilman Phil Deckard Sr.  Councilman Phil Deckard II seconded the motion.  The Motion passes 7-0.

MAYOR’S REPORT

Mayor Costin declared the week of October 23 – 31, 2020 as “RED RIBBON WEEK.”  Students from area middle schools appeared and were presented the signed Proclamation.

NEW BUSINESS

Jeff Peters of Peters Financial Consulting present the following ordinances:

Ordinance 2020-0010 / 2021 Budget –.  A motion to accept and allow was made by Councilman Chip Keller, with Councilman Kris Fuller making the second.  A roll-call vote was taken.  Those voting “yes’ were Miller, Deckard II, Fuller, Keller, Mahan and Ferran.  Voting ‘no’ was Deckard Sr.  The motion passes 6-1.

Ordinance 2020-0011 / Additional Appropriation– A motion to accept and allow was made by Councilman Phil Deckard Sr.  Councilman Phil Deckard II seconded the motion.  A roll-call vote resulted in those voting “yes:” Miler, Deckard Sr.; Deckard II, Fuller, Keller, Mahan and Ferran.  The Motion passes 7-0.

Ordinance 2020-0013 / Setting Salaries for Elected Officials 2021 – A motion to accept and allow was made by Councilman Kris Fuller.  Councilwoman Ann Miller seconded the motion.  The Motion passes 7-0.

Ordinance 2020-0014 / Setting Salaries for Certain Appointed Officials and Employees 2020 – City Attorney Dale Coffey reported changes to the Fire Department second had been changed.  There was no change is any of the numbers. A motion to accept and allow was made by Councilman Phil Deckard II.  Councilwoman Ann Miller seconded the motion.  The Motion passes 6-1.  Councilman Phil Deckard Sr. voted no.

Surplus Vehicles – City Superintendent Mac Dunn distributed a list of several vehicles to be declared surplus.  A motion to accept an allow was made by Councilwoman Ann Miller.  Councilman Phil Deckard II seconded the motion.  The Motion passes 7-0.

Dunn then gave a ‘shout-out’ to the Water and Sewer employees for their service.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard II, with Councilwoman Ann Miller making the second.  The Motion passes 7-0.

Making the motion to adjourn was Councilman Phil Deckard II.  Councilman Chip Keller seconded the motion.  The Motion passes 7-0.
