Common Council Meeting Minutes – November 9, 2020

City Council

Councilman Chip Keller called the Martinsville Common Council to order on Monday, November 9, 2020. Ben Merida led the Prayer to those in attendance. Councilman Keller then led the attendees in the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Councilman Keller presented the Minutes of October 26, 2020 to the Council. There being no objections, the Minutes were approved by unanimous consent.

CLERK’S REPORT

Deputy Clerk Ben Merida presented the annual certification of elected officials. This is an annual requirement from the State Board of Accounts. A motion to approve was made by Councilwoman Ann Miller. Councilman Kris Fuller seconded the motion. The Motion passes 5-0.

OLD BUSINESS

NEW BUSINESS

Consideration of Ordinance 2020-016 Martinsville, Indian I-69 Corridor Overlay- Direct of Planning Gary Oakes presented the ordinance for consideration. A motion to approve was made by Councilman Kris Fuller. Councilman Phil Deckard Sr. seconded the motion. The Motion passes 5-0-1.Councilwoman Ann Miller abstained from voting.

Councilman Keller asked for a motion to adjourn the Council meeting so a Public Hearing could be hold. A motion was made by Councilman Deckard. Councilman Fuller seconded the motion. The Motion passes 5-0.

A motion to convene the Public Hearing was made by Councilman Deckard. Councilman Fuller seconded the motion. The Motion passes 5-0.

PUBLIC HEARING

Councilman Keller called for public comments. Councilman Deckard requested a work session with the Mayor on the matter. Citizen Sharon Halverson asked for better communication regarding the proposed fee. Citizen Jim Burkhart asked for demographics to be used by the city when accessing the fee. Citizen Betty Chamberlin asked Councilman Fuller why bulk trashed was changed to quarterly. A motion to close the Public Hearing was made by Councilwoman Ann Miller. Councilman Fuller seconded the motion. The Motion passes 5-0.

A motion to reconvene the Council meeting was made by Councilman Deckard. Councilwoman Miller seconded the motion. The Motion passes 5-0.

CLAIMS

Councilman Keller presented the Claims. A motion to approve the claims was made by Councilman Fuller. Councilwoman Miller seconded the motion. The Motion passes 5-0.

MISCELLANEOUS

Citizen Tony Beck offered discount rates on signs in the downtown area.
Citizen Jackie Blackwell asked the Council for better communication regarding the construction going on in the downtown area.
Citizen Haley Patrick-Sholes asked if the city had any other solutions to help the downtown businesses other than signage.
Councilman Deckard invited everyone to attend the Veteran’s Day recognition at 11:00 AM on November 11.
