Common Council Meeting Minutes – November 23, 2020

Common Council

Mayor Costin called the meeting Martinsville Common Council to order on Monday, November 23, 2020. Deputy Clerk Ben Merida led the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Mayor Costin presented the Minutes of Monday, November 9, 2020 to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard Sr. Councilman Phil Deckard II seconded the motion. The Motion passes 7-0.

NEW BUSINESS

Petition to Vacate an Alley / Cherry and Morgan Streets –. This item was tabled due to lack of proper advertising.

Resolution 2020-613- Clerk Treasurer Becky Tumey asked the Council to approve a temporary loan from Pre-Trial Diversion to cover Police officers pay for Click it to Live It. A motion to accept and allow was made by Councilman Phil Deckard II. Councilman Kris Fuller seconded the motion. The Motion passes 7-0.

Consideration of Planning Commission Approved Applications –
a. 878 N. Lincoln Street – A motion to accept and allow was made by Councilman Phil Deckard II. Councilman Kris Fuller seconded the motion. The Motion passes 7-0.
b. 1010 Morton Avenue – A motion to accept and allow was made by Councilman Kris Fuller. Councilwoman Ann Miller seconded the motion. The Motion passes 7-0.

Ordinance 2020 – 0012, Amendment of Municipal Code, Chapter 66 / Collection and Disposal of Solid Waste – City Attorney Dale Coffey presented the Ordinance for the second reading and possible action. A long-lasting discussion resulted in an environmental fee of $15 per month per household being reduced to $7.50 per month per household. Also, this issue will be revisited in June 2021 to decide if revenue is closing the gap for spending cash or if the additional $7.50 per month per household will be invoked. A motion to accept and allow was made by Councilman Phil Deckard II. Councilman Josh Ferran seconded the motion. The Motion passes 7-0.

Transfer Agreement with INDOT – Interim City Engineer Gary Oakes reported this agreement would bring in an additional 4 miles of roads and 50 acres of ground. A motion to accept and allow was made by Councilman Chip Keller, with Councilman Kris Fuller making the second. The Motion passes 7-0.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II, with Councilwoman Ann Miller making the second. The Motion passes 7-0.

COUNCIL COMMENT

The Common Council agreed to paint the curb at Morgan Street and Hospital Drive a bright yellow.

PUBLIC COMMENT

Don Green of 1210 S. Cherry Street and Susan Fulford of 290 N. 4th Street appeared.

There being no further business, Mayor Costin declared the Council meeting adjourned.
