Common Council Meeting Minutes – December 14, 2020

Mayor Costin called the meeting Martinsville Common Council to order on Monday, December 14, 2020.  Mayor Costin led the prayer, followed by the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Mayor Costin presented the Minutes of Monday, December 14, 2020 to the Council.  A motion to accept and allow the Minutes was made by Councilman Chip Keller.  Councilman Kris Fuller seconded the motion.  The Motion passes 6-0.

MAYOR’S REPORT

Mayor Costin congratulated Councilman Chip Keller for being caucused into the Morgan County Council.

STAFF REPORTS

Fire Chief Kevin Greene reported his department has received donations of materials from C-9 for the use of the Fire Training Center.  Greene also said a discussion of a new fire truck will take place on Thursday during a workshop.

Interim City Engineer Gary Oakes reported the South Street Project will take place before the Ohio Street Project.

NEW BUSINESS

Resolution 2020-614 – City Attorney Dale Coffey presented to the Council a resolution that re-establishes the appropriation line for the Mayor’s Promotion of City Interest.  A motion to accept and allow was made by Councilman Kris Fuller.  Making the second was Councilman Chip Keller.  The Motion passes 6-0. 

Petition to Vacate an Alley / Cherry and Morgan Streets – Local Attorney Jim Wisco, representing Supermarket Fuel and Food LLC, appeared to request the closure of the alley at Cherry and Morgan Streets.

A motion to recess the Council meeting and to open the Public Hearing was made by Councilman Chip Keller.  Councilman Phil Deckard Sr. seconded the motion.  The Motion passes 6-0.

PUBLIC HEARING

Mayor Costin called for Public Comment three times.  Hearing none, Mayor Costin asked for a motion to close the Public Hearing.  Councilwoman Ann Miller made the motion to close the Public Hearing.  Making the second was Councilman Kris Fuller.  The Motion passes 6-0.

RECONVENE COUNCIL MEETING

A motion to reconvene the Council meeting was made by Councilman Phil Deckard Sr.  Councilwoman Ann Miller made the second.  The Motion passes 6-0.

Ordinance 2020-0015 / Vacate Alley at Cherry and Morgan Streets – A motion to accept and allow was made by Councilman Kris Fuller.  Councilwoman Ann Miller seconded the motion.  The Motion passes 6-0.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Chip Keller, with Councilman Kris Fuller making the second.  The Motion passes 5-1.  Councilwoman Ann Miller voted “no.”

COUNCIL COMMENT

Councilwoman Ann Miller expressed her disappointment in the “black signs” the City had placed to encourage shopping in our downtown.  Councilman Phil Deckard Sr. requested blinking red lights in the area of the VA Hospital.  Councilman Chip Keller reported Shireman residents are concerned about the upcoming shut-down on Highway 37.  Further, can a stop light be installed at Morgan and Reuben Streets.

PUBLIC COMMENT

Tom Flatt, property manager for apartments located at 389 S. Ohio Street appeared to express his frustration regarding the City stopping trash pick-up for the units.
