Common Council Meeting Minutes – January 25, 2021

Mayor Costin called the Martinsville Common Council to order on Monday, January 11, 2021.  Councilman Deckard Sr. led the Prayer to those in attendance.   Mayor Costin then led the attendees in the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Mayor Costin presented the Minutes of January 11, 2021 to the Council.    A motion to approve was made by Councilman Phil Deckard II.  Councilman Kris Fuller seconded the motion.  The Motion was approved 7-0.

MAYOR’S REPORT

Mayor Costin announced that quadrant billing from the water utility office is being delayed until July of this year.  Mayor Costin further announced that the County and the City will have a joint workshop at the County Administration building on Monday, February 1st at 5:00 PM.

OLD BUSINESS

Appointment of Council Representative to the Morgan County Economic Development Corporation – Councilman Phil Deckard II nominated Kris Fuller.  Councilman Phil Deckard Sr. seconded the motion.  No other nominations were presented.  Councilman Phil Deckard II made a motion to close nominations.  Councilwoman Suzie Lipps seconded the motion.  Councilman Fuller was approved by a unanimous vote.

Appointment of Council Representative to the Martinsville Redevelopment Commission – Councilman Kris Fuller nominated Councilman Phil Deckard Sr.  Councilwoman Suzie Lipps seconded the motion.  No other nominations were presented.  Councilman Kris Fuller Made a motion to close nominations.  Councilman Phil Deckard II seconded the motion.  Councilman Phil Deckard Sr. was approved by a unanimous vote.

NEW BUSINESS

Appointment of Council Representative to the Martinsville Planning Commission – Councilwoman Ann Miller nominated herself for the appointment.  Councilwoman Suzie Lipps seconded the motion.  No other nominates were presented.  Councilwoman Ann Miller made a motion to close the nominations.  Councilwoman Suzie Lipps seconded the motion.  Councilwoman Ann Miller was approved by a unanimous vote.

Consideration of Resolution 2021-619 – Voiding of Outstanding Checks Older than Two Years – Clerk Ben Merida presented the resolution.  Councilman Phil Deckard Sr. Made a motion to approve the resolution.  Councilman Phil Deckard II seconded the motion.  The motion was approved 7-0.

Consideration of the 2021 Economic Development Services Agreement – Mayor Costin presented the agreement.  Councilman Kris Fuller made a motion to approve the agreement.  Councilwoman Suzie Lipps seconded the motion.  The motion was approved 7-0.

First Reading of Ordinance 2021-0001 – City Attorney Dale Coffey presented the first reading of the ordinance to the council for their review.  No action was taken.

CLAIMS

Mayor Costin presented the Claims.  A motion to approve the claims was made by Councilman Phil Deckard II.  Councilwoman Ann Miller seconded the motion.  The Motion was approved 7-0.

COUNCIL COMMENTS

Councilman Phil Deckard II asked Police Chief Spivey if additional presence by the State Police had been requested.  Chief Spivey confirmed that the State Police had been asked to assist.  Councilman Phil Deckard II complimented Chief Spivey for being proactive and getting assistance.
