Common Council Meeting Minutes – February 8, 2021

Common Council

Mayor Costin called the meeting Martinsville Common Council to order on Monday, February 8, 2021. Mayor Costin led the prayer, followed by the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Mayor Costin presented the Minutes of Monday, January 25, 2021. to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard II. Councilwoman Suzie Lipps. seconded the motion. The Motion passed 7-0.

NEW BUSINESS

Jeff Peters, of Peters Financial Consultants, appeared and explained upcoming bonding that will be secured with TIF funds. Peters explained the Council would need to “pledge” the funding from the TIF revenue. Anticipated bonding will be around $15,000,000.00. The following Resolutions will allow the City to move forward with several projects.

Resolution 2021-620 / Transfer of Certain Property by the City of Martinsville– A motion to accept and allow was made by Councilman Kris Fuller. Councilman Phil Deckard II seconded the motion. The Motion passed 7-0.

Resolution 2021-621 / Approving a Lease between the City of Martinsville and the Martinsville Redevelopment Authority – A motion to accept and allow was made by Councilman Phil Deckard II. Councilman Kris Fuller seconded the motion. The Motion passed 7-0.

Ordinance 2021-0001 / Codifying and Amending Ordinance 1983-1138 – As this is the second reading, a motion to accept and allow was made by Councilman Phil Deckard II. Councilwoman Suzie Lipps seconded the motion. The Motion passed 7-0.

Ordinance 2021-0002 / Amendment to Martinsville Code Chapter 78: Traffic and Vehicles Article III: Vehicle Operation – A motion to table was made by Councilman Kris Fuller. Councilwoman Ann Miller seconded the motion. The Motion passed 7-0.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard Sr., with Councilwoman Ann Miller making the second. The Motion passed 7-0.

COUNCIL COMMENT

Council President, Phil Deckard II asked questions regarding the pay Matrix; Police vehicle issues and the Spyder (purchased in 2020).
