Mayor Costin presented the Minutes of Monday, February 8, 2021.  A motion to table acceptance of the Minutes due an error was made by Board Member Kris Fuller.  Board Member Kelly Bray seconded the motion.  The Motion passed 3-0.


Artesian Little League Parade Route – Mayor Costin announced Artesian Little League will have a parade to kick-off the season.  The parade will run Harrison to Main, then on to the ballpark.

Consideration of One-Way Streets – It is recommended the following streets be changed to one-way street: Mulberry Street one-way South from Morgan Street to Washington Street; making Mulberry one-way North from Morgan Street to Pike Street; with crosswalks on Morgan Street and Mulberry Street.  A motion to accept and allow was made by Board Member Kris Fuller.  Making the second was Board Member Kelly Bray.  The Motion passed 3-0.

Resolution 2021-623 / Amending Standards and Specifications for Work in Public Streets and Right-of-Ways – A motion to accept and allow was made by Board Member Kelly Bray.  Board Member Kris Fuller made the second.  The Motion passed 3-0.

Bid Opening for Phosphorus Plant– Gary Oakes, Director of Planning and Engineering, said bids would be opened and reviewed.  Recommendations will follow at the next meeting.  The following bids were received: Thieneman Construction Company, $1,164,000.00; Mitchell & Stark Construction, $1,227,636.00; and Graves Construction Services, $919,191.00.


There being no objections, the following were approved by unanimous consent.

There being no further business, Mayor Costin declared the meeting adjourned.
