Common Council Meeting Minutes – March 22, 2021

Mayor Costin called the meeting Martinsville Common Council to order on Monday, March 22, 2021.    City Parks Superintendent Keenan Steinway gave the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

A quorum was declared present.

MINUTES

Mayor Costin presented the Minutes of Monday, February 22, 2021. to the Council.  A motion to accept and allow the Minutes was made by Councilman Phil Deckard II.  Councilwoman Suzie Lipps seconded the motion.  The Motion passed 5-0.

MAYOR’S REPORT

Proclamation and Special Presentations – Mayor Costin declared March 31, 2021 as “Terry Anderson Day”. Anderson is retiring from the Fire Department after 43 years of service.  Fire Chief Kevin Greene then presented Anderson with the customary axe.

STAFF REPORTS / UPDATES

Martinsville City Parks – Superintendent Keenan Steinway reported the pond project is at the landscaping stage.  The pond will be stocked with fish in April. The pond will also have aeration added.  Other projects include: new black-top or seal-coating; restriping the parking lot; renovation of restrooms; pool house and basketball courts.

Public Schools, Our Community and Current Legislation – Teacher Shannon Adams asked for the City’s support in opposing several House and Senate bills regarding Indiana’s Voucher Program that includes private school tuition, free and reduced meal programs.  Adams presented a sample resolution for consideration.  Council members Fuller, Lipps and Ferran expressed their support.  A motion to accept and allow was made by Councilman Phil Deckard II.  Making the second was Councilman Josh Ferran.  The Motion passed 5-0.  Adams will work with City Attorney Dale Coffey to refine the resolution for future presentation.

NEW BUSINESS

Dates for Workshops to Discuss Environmental Recovery Fees – Workshops dates are April 14th and May 13th, from 4:30 p.m. – 6:00 p.m. in the Council Chambers.

Item “B” was removed from the Agenda

Ordinance 2021-0006 / 2021 RDC Bond – A motion to accept and allow was made Councilman Kris Fuller.  Councilwoman Suzie Lipps seconded the motion.  The Motion passes 5-0.  A motion to suspend the rules and waive the second reading was made by Councilman Kris Fuller.  Making the second was Councilman Phil Deckard II.  The Motion passed 5-0.                                                                 

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard II, with Councilman Kris Fuller making the second.  The Motion passed 5-0.

Mayor Costin announced an Executive Session on March 31st at 4:00 p.m. in Council Chambers.
