Mayor Costin called the meeting Martinsville Common Council to order on Monday, April 26, 2021. Pastors Laura and David Ballinger of the First United Methodist Church, led the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday, April 12, 2021. to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard Sr. Councilwoman Ann Miller seconded the motion. The Motion passed 7-0.
MAYOR’S REPORT
Mayor Costin presented Councilman Kris Fuller with a plaque to thank him for his civic service. Fuller resigned from the Council due to moving outside of City limits.
STAFF REPORTS / UPDATES
Gateway Signage at Main Street and Morton Avenue – Council President Pro Tempore Phil Deckard II said he has received the original architectural files and blue- prints from the Engineer that did the original signs. Future updates will follow.
NEW BUSINESS
Declaration of Item as Surplus – City Superintendent Mac Dunn asked the Council to declare the Spyder motorcycle as surplus. A motion to declare the item as surplus was made by Councilman Phil Deckard II. Councilman Kris Fuller seconded the motion. The motion passed 7-0.
Artesian Group / Annual Compliance Statements – Artesian Group submitted 13 CF-1’s for the Council to consider. A motion to accept and allow was made by Councilwoman Ann Miler. Councilman Phil Deckard Sr. made the second. The Motion passed 7-0.
Purchase of New Fire Trucks – Following a workshop earlier in the evening, Fire Chief Kevin Greene asked the Council to approve the purchase of two new fire trucks. A motion to accept allow Purchase Order 5541 to be signed was made by Councilwoman Suzie Lipps. Seconding the motion was Councilman Kris Fuller. A roll call vote was taken. Answering “yes” were: Miller, Deckard Sr., Deckard II, Fuller, Lipps and Ferran. Answering “no” was Mahan. The Motion passed 6-1.
CLAIMS
Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II, with Councilwoman Ann Miller making the second. The Motion passed 7-0.
COUNCIL COMMENT
Councilwoman Ann Miler thanked Ben Mahan and Fire Chief Kevin Greene for their work on the new fire trucks. Mayor Costin and Councilman Phil Deckard Sr. expressed appreciation the efforts.
