Mayor Costin called the meeting Martinsville Common Council to order on Monday, June 28,2021. Councilman Phil Deckard Sr. led the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday, June 14, 2021. to the Council. A minor change adding that the Crime Watch event at Beefcake Burgers on June 24 was actually “Cupcakes with a Cop” was made. A motion to accept and allow the minutes, as corrected, was made by Councilman Phil Deckard Sr. Councilwoman Ann Miller seconded the motion. The motion passed 6-0.
MAYOR’S REPORT
Mayor Costin announced 2022 Budget workshops will take place on the days there are Council meetings in July and August. The workshops will begin at 4:30 and are open to the public.
COMMITTEE REPORTS
Clerk–Treasurer Rebecca Tumey introduced a new signature page for resolutions and ordinances.
NEW BUSINESS
Resolution 2021-627 / Transfer of Funds – A motion to accept and allow a transfer of funds in the Budget for Engineer and Council was made by Councilman Phil Deckard II. Councilman Jim Wisco seconded the motion. The motion passed 6-0.
Resolution 2021- 629 / Transfer of Funds – A motion to accept and allow a transfer of Funds for Building and Code was made by Councilman Phil Deckard II. Councilman Ben Mahan seconded the motion. The motion passed 6-0.
Resolution 2021 – 631 / Opt-out of the Opioids Settlement – A motion to accept and allow was made by Councilman Jim Wisco. Seconding the motion was Councilwoman Ann Miller. The motion passed 6-0.
Resolution 2021 – 632 / I-69 Corridor READI Regional Effort – A motion to accept and allow Martinsville’s participation in the $50,000,000.00 initiative was made Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The motion passed 6-0.
Fire Merit Board / Vacancy– Councilman Phil Deckard II expressed an interest in filling the vacant position. A motion to accept and allow was made by Councilman Jim Wisco. Councilwoman Ann Miller seconded the motion. The motion passed 6-0.
CLAIMS
Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II., with Councilman Ben Mahan making the second. The motion passed 6-0.
COUNCIL COMMENT
Comments included the CARES Act, street lighting on the Grand Valley bridge and the water plume.
PUBLIC COMMENT
Resident Vicki Kivett appeared to announce the opening of the Morgan Historical Museum.
