Mayor Costin called the meeting Martinsville Common Council to order on Monday, July 12,2021. Pastor Nathan Jansen of Prince of Peace Lutheran Church, led the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday, June 28, 2021. to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard II. Councilman Phil Deckard, Sr. seconded the motion. The Motion passed 6-0.
STAFF REPORTS
Police – Chief John Richards distributed a statistical report for June 2021.
Fire – Chief Kevin Greene distributed a statistical report for June 2021.
NEW BUSINESS
Police Anniversary Certificates and Pins – Police Chief John Richards recognized the following officers: Jim Barley, 20 years; Phil Hammonds 5 years and, Deputy Chief Kenny Murphy, 20 years.
Ordinance 2021-0011 / Rezone Certain Real Property – Kevin Kirshner representing Mac’s Convenience Stores, LLC, appeared. Kirshner requested the Council approve the rezoning request. A motion to accept and allow was made by Councilman Phil Deckard, II. Councilwoman Ann Miller seconded the motion. The Motion passed 6-0.
Initiating Condemnation Proceedings – A motion to accept and allow was made by Councilwoman Suzie Lipps. Seconding the motion was Councilman Phil Deckard, II. The Motion passed 5-1. Councilman Ben Mahan voted no.
Termination of 911 Center Contract – A motion to accept and allow was made by Councilwoman Suzie Lipps. Seconding the motion was Councilman Phil Deckard, II. A roll-call vote resulted in the following: Councilwoman Miller: yes; Councilman Deckard, Sr., yes; Councilman Deckard, II, yes; Councilwoman Lipps, yes; Councilman Mahan, yes; and Councilman Ferran, yes. The Motion passed 6-0.
UNFINISHED BUSINESS
Compensation to City Employees for Pandemic Sacrifices – Mayor Costin suggested City employees each receive $3,000.00 for their continued work during the 2020 COVID Pandemic. A motion to accept and allow, was made by Councilwoman Suzie Lipps. Councilman Jim Wisco seconded the motion. A roll-call vote resulted in the following: Councilwoman Miller, yes; Councilman Deckard, Sr., yes; Councilman Deckard, II, yes; Councilwoman Lipps, yes; Councilman Mahan, yes; Councilman Ferran, yes and Councilman Wisco, yes. The Motion passed 7-0.
CLAIMS
Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard, II., with Councilwoman Ann Miller making the second. The Motion passed 7-0.
