Mayor Costin called the meeting Martinsville Common Council to order on Monday, September 13,2021. Roxie McNelly of First Christian Church then led the prayer, followed by Mayor Costin leading the Pledge of Allegiance.

Councilman Phil Deckard II recently and unexpectantly lost his son. Deckard thanked the city for the out-pouring of love and support.
MINUTES
Mayor Costin presented the Minutes of Monday, August 23, 2021. to the Council. Councilman Phil Deckard II made the motion to accept and allow the Minutes. Councilman Ben Mahan seconded the motion. The Motion passes 6-0. (Councilwoman Ann Miller arrived)
MAYOR’S REPORT
Mayor Costin announced the sale of land by the Russell family has been sold. The developer is planning the building of 250 homes. Another announcement is that Indian Creek Village be expanding. The developers are Bill and Vic Spina and Rick Hammack. Finally, the Staffords and Fewells are working on a housing project.
STAFF REPORTS
Monthly reports were given by Fire Chief Kevin Greene and Police Chief John Richards.
A motion to recess the Council meeting was made by Councilman Phil Deckard Sr. Seconding the motion was Councilwoman Ann Miller.
PUBLIC HEARING
Ordinance 2021-0017 / General Obligation Bonds – Adam Stuerwald, bond counsel of Barnes and Thornburg, was present to answer questions regarding the proposed bond. Mayor Costin called three times for public comment. Hearing none, amotion to close the public hearing was made by Councilman Jim Wisco. Councilwoman Ann Miller seconded the motion. The Motion passes 7-0.
Petition to Vacate Alley / 689 W. Washington St. – tabled
A motion to reconvene the Council meeting was made by Councilman Jim Wisco, with Councilman Phil Deckard Sr. making the second. The Motion passes 7-0.
NEW BUSINESS
Ordinance 2021-0017 / General Obligation Bonds – A motion to accept and allow was made by Councilman Phil Deckard II. Councilman Jim Wisco seconded the motion. The Motion passes 7-0.
Ordinance 2021-020/ Environmental Recovery Regulating the Use of Groundwater and Ground water Wells – Gary Oakes, Department of Planning and Engineering presented the ordinance for the first reading.

Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Jim Wisco, with Councilwoman Suzie Lipps making the second. The Motion passes 6-0. Councilwoman Ann Miller abstained.
COUNCIL COMMENT
Councilwoman Ann Miller complimented the Police Department for their work on the IU traffic.
PUBLIC COMMENT
Sandy Slavin, an independent filmmaker, told the Council of a movie being filmed in Martinsville. The name of the film is Rose Wagon. There will be 20-30 actors in our city for nineteen days. Slavin is looking for sponsorships and hopes to raise $3,600.00.
