Common Council Meeting Minutes – October 25, 2021

Mayor Costin called the meeting Martinsville Common Council to order on Monday, October 25, 2021.   Rev. Gary LaFary of Willow Grove Church of the Nazarene led the prayer followed Mayor Costin leading the Pledge of Allegiance.

A quorum was declared present.

No Council members participated electronically.  Councilman Josh Ferran was absent.  Councilman Jim Wisco arrived at 7:10 p.m.

MINUTES

Mayor Costin presented the Minutes of Tuesday, October 12, 2021. to the Council.  A roll call vote was taken resulting in “yays” from Council members Miller, Deckard Sr.; Deckard II, Lipps and Mahan.  The result to approve by a vote of 5-0.

SPECIAL PRESENTATION

Mayor Costin recognized students from John R. Wooden Middle School for their commitment to not do drugs. The Week of October 25th was declared Red Ribbon Week.

MAYOR’S REPORT

Mayor Costin thanked those that attended the recent Hometown Round table event.

Mayor Costin adjourned the Council meeting for a public hearing.

Mayor Costin opened the public hearing.

PUBLIC HEARING

Fire Marshall Charlie Fraker discussed the various changes in the proposed amendments to the fire and protection ordinance.  Mayor Costin called three times for public comments.  Hearing none, Mayor Costin closed the public hearing.

Mayor Costin reconvened the Council meeting.

NEW BUSINESS

Ordinance 2021-0024 / Amendment to Martinsville Municipal Code Chapter 38 – Fire Prevention and Protection Section 101-1003 – This is the first reading.  Action may be taken at the next meeting.

Just prior to action on the next two items, Council President Pro-tempore Phil Deckard II made the motion to suspend the rules; thus eliminating a second reading.  Councilman Phil Deckard Sr. seconded the motion.  A roll-call vote resulted in the following: vote “yay” were Council persons Miller, Deckard Sr.; Deckard II, Wisco, Lipps and Mahan.  There were no “nays.”  The motion passes 6-0.

Ordinance 2021-0018 / Salaries of Elected Officials – Deputy Clerk Ben Merida presented the proposed 2022 salaries. A motion to accept and allow was made by Councilman Phil Deckard II.  Seconding the motion was Councilman Phil Deckard Sr.  A roll-call vote resulted in the following: voting “yay” were Council persons Miller, Deckard Sr.; Deckard II, Wisco, Lipps and Mahan.  There were no “nays.”  The Motion passes 6-0.

Ordinance 2021-0019 / Salaries for Certain Appointed Officials and Employees – Deputy Clerk Ben Merida presented the proposed 2022 salaries. A motion to accept and allow was made by Councilman Phil Deckard II.  Seconding the motion was Councilman Phil Deckard Sr.  A roll-call vote resulted in the following: voting “yay” were Council persons Miller, Deckard Sr.; Deckard II, Wisco, Lipps and Mahan.  There were no “nays.”  The Motion passes 6-0.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Jim Wisco, with Councilwoman Suzie Lipps making the second.  A roll call vote resulted in the following:  voting “yay” were Council persons Deckard II, Deckard Sr.; Wisco and Lipps and   Abstaining was Council persons Miller and Mahan.  The Motion passes 4-0-2.

PUBLIC COMMENT

Mayor Costin announced the Trick or Treat shall be Saturday, October 30th from 6:00 p.m. until 8:30 p.m.
