Mayor Costin called the meeting Martinsville Common Council to order on Monday, November 8, 2021. Michael Pratt of Calvary Heights Baptist Church led the prayer followed Mayor Costin leading the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday, October 25, 2021. to the Council. A roll call vote was taken resulting in “yays” from all Council members. The Minutes are approved 7-0.

STAFF REPORTS
Fire Chief Kevin Greene and Police Chief John Richards gave the monthly reports to the Council.
NEW BUSINESS
Ordinance 2021-0024 / Amendment to Martinsville Municipal Code Chapter 38 – Fire Prevention and Protection Section 101-1003 – Fire Marshall Charlie Fraker presented the ordinance for a second reading and possible action. A motion to accept and allow was made by Councilman Phil Deckard II. Seconding the motion was Councilman Josh Ferran. A roll call vote was taken, resulting in all Council persons voting “yay.” The Motion passes 7-0.
Just prior to action on the next item, Councilman Jim Wisco made the motion to suspend the rules; thus eliminating a second reading. Councilwoman Suzie Lipps seconded the motion. A roll-call vote resulted in the following: vote “yays” were Council persons Deckard Sr.; Deckard II, Wisco, Lipps, Mahan and Ferran. Voting “nay” was Councilwoman Ann Miller. The motion fails due to the lack of a unanimous vote.
Ordinance 2021-0027 / Expenditures of CAARES Relief Fund Monies – No action as this was the first reading.
Resolution 2021 – 638 / Transfers of Funds – Clerk-Treasurer Becky Tumey asked the Council’s approval to move funds already budgeted, to other lines within the Fire Department, Police Department and Sanitation. A motion to accept and allow was made by Councilman
Jim Wisco. Councilman Phil Deckard II seconded the motion. A roll call vote was taken, resulting in all Council persons voting “yay.” The Motion passes 7-0.
CLAIMS
Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II, with Councilman Jim Wisco making the second. A roll call vote resulted in the following: voting “yay” were Council persons Deckard II, Deckard Sr.; Wisco and Lipps. Voting “nay” was Council persons Miller, Mahan and Ferran. The Motion passes 4-3.
COUNCIL COMMENT
Councilman Phil Deckard Sr. reminded everyone of the upcoming Veteran’s Day Program.
PUBLIC COMMENT
Citizen Cecelia Kreff expressed her concerns regarding the local working poor and their utility bills.
Mayor Costin announced the Transfer Station will be closed Tuesday and Wednesday for installation of a new scale. Also, the city will be closed on Thursday in observance of Veteran’s Day.
