Unsafe Building and Hearing Authority Meeting Minutes – October 20, 2021

I. CALL TO ORDER

Commissioner G. Thomas Gray called to order the regular scheduled meeting of the Unsafe Building & Hearing Authority at 7:00 p.m. on Wednesday, October 20, 2021, in the Council Chambers of Martinsville City Hall.

II. ROLL CALL

Commissioner Gray conducted the roll call. The following were present: G. Thomas Gray, Board
Commissioner; Mike Lanam, Board Commissioner; Dwayne Metcalf, Board Commissioner; Bob Strader, Building Inspector; Dale Coffey, Board Attorney; Mae Cooper, Administrative Assistant to the Building Inspector; Mac Dunn, City Superintendent; Kenny Costin, Mayor

III. CONSIDERATION OF MINUTES

The minutes from the meetings held September 15, 2021 and September 29, 2021Special Meeting were reviewed. A motion to approve the minutes for the September 15th meeting with one correction was made by Commissioner Metcalf and seconded by Commissioner Gray. Motion passed 3 – 0. A motion to approve the minutes for the September 29th Special Meeting was made by Commissioner Lanam and seconded by Commissioner Metcalf. Motion passed 3 – 0

IV. PUBLIC SIGN IN DISCUSSION

No one from the public signed in.

V. UNFINISHED BUSINESS

A) Old Morgan County Beverage Building at 189 W. Walnut St: The property has been sold. Discussion was tabled.

B) 371 W. Douglas St: Inspector Strader sent a letter informing the owner there has not been an electrical inspection made and his remodel permit has expired. The letter also stated the owner needs to contact Inspector Strader immediately to schedule this inspection or he will have the power turned off and the meter removed. The owner has not responded. Inspector Strader will have the power turned off.

C) 489 Morton Ave: Repairs are almost complete. Removed from the list.

D) 1410 S. Catherine St: There is a new owner. He has boarded up the holes on the structure. Removed from the list.

E) 1279 E. Jackson St: Attorney Coffey will contact the Morgan County Auditor’s office regarding the redemption of the property from the Tax Sale.

F) 365 W. Harrison St: The Commissioners will monitor the progress of repairs being made to the house.

G) 377 W. Pike St: The trash and debris in the yard has been removed. The outbuilding in the back yard still has the tree laying on top of it. The Commissioners will monitor.

H) 1010 Morton Ave: The City of Martinsville cut the overgrown grass and weeds. Removed from the list.

I) 690 S. Home Ave: Inspector Strader will send a letter to the owners asking them to remove the collapsed mini barn in the back yard.

VI. NEW BUSINESS

A) 190 W. Harrison St: Inspector Strader presented photos of various issues with the buildings on this property. The roof on the west side of the brick building is failing. There may be water infiltration. The soffit on the attached house is falling off. A letter will be sent to owner requesting her attendance at the November 17th meeting.

B) 60 N. Mulberry St: A structure on the back of the house is covered with a tarp. It appears to be unsafe and could collapse. A letter will be sent to the owners requesting their attendance at the November 17th meeting.

VII. ADJOURNMENT

A motion to adjourn was made by Commissioner Lanam and seconded by Commissioner Metcalf.
Motion passed 3 – 0.
