Mayor Costin called the meeting Martinsville Common Council to order on Monday, December 27, 2021. Pastor John Maples of First Baptist Church led the prayer followed Mayor Costin leading the Pledge of Allegiance.

Mayor Costin presented the Minutes of Monday, December 13, 2021. to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard Sr. Councilwoman Suzie Lipps seconded the motion. The Minutes are approved 5-0.
Mayor Costin recognized Martinsville High School Athletic Director Kip Staggs. Staggs and his staff will be hosting the 2022 Indiana Wrestling Association Tournament on October 22, 2022.
Ordinance 2021-0030 / Establishing the Hanna Farms Planned Unit Development District – Melissa Garrard, representing the developer Forestar, gave a power point presentation of the proposed development at the December 13, 2021 meeting. A motion to accept and allow the proposed housing development was made by Councilman Phil Deckard II. Councilman Phil Deckard Sr. seconded the motion. The Motion passes 5-0.
Discussion of Sublease Agreement for the Clerk-Treasurer’s Office Space – Deputy Clerk Ben Merida presented the proposed lease from For Bare Feet to the Council. Conversations went back and forth among the Council. It was agreed there will be two workshops prior to the January meetings to further explore possibilities. A motion to table action on this issue until February was made by Councilman Phil Deckard Sr. Seconding the motion was Councilman Phil Deckard II. The Motion passes 5-0.
Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilwoman Suzie Lipps seconded the motion. The Motion passes 5-0.
