Mayor Costin called the meeting Martinsville Common Council to order on Monday, January 10, 2022. Mack Porter, Executive Assistant to the Mayor, led the prayer followed Mayor Costin leading the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday, December 27, 2021. to the Council. A motion to accept and allow the Minutes was made by Councilman Jim Wisco. Councilman Phil Deckard Sr. seconded the motion. The Minutes are approved 5-0.
MAYOR’S REPORT
Mayor Costin announced quadrant billing began at the utility office this month. This change will increase the efficiency of the work force. The bills will now have a due date, with payment being due in two weeks.
STAFF REPORTS
Fire Chief Kevin Greene and Police Chief John Richards each gave reports regarding their departments.
NEW BUSINESS
Ordinances 2021-0028/Amendment to Martinsville Municipal Code Chapter 94: Zoning and Subdivisions Article1: In General, Section94-5 General Definitions Garage Sales – This was the second reading of the ordinance that changes the number of yard sales from 6 to 9 in a 90-day period. A motion to accept and allow was made by Councilman Phil Deckard Sr. Councilman Ben Mahan seconded the motion. The Motion passes 5-0.
Resolution 2022-0001 / Voiding Outstanding Checks Older than Two Years – Clerk-Treasurer Becky Tumey requested the Council allow her office to void checks that two years old. A motion to accept and allow was made by Councilman Jim Wisco. Councilwoman Suzie Lipps seconded the motion. The Motion passes 5-0.
