Planning Commision Meeting Minutes – November 23, 2021

The Martinsville Plan Commission was called to order by Chairman Tom Williams at 7:00 PM on Tuesday, November 23, 2021, in the Common Council Chambers of City Hall, Martinsville, IN.

ROLL CALL:

PRESENTATION OF MINUTES DATED:    September 28, 2021

MOTION:   A motion was made by Ben Rawlins to  approve the minutes of the September 28, 2021, Meeting.   Katie Barnard seconded the motion which passed unanimously.

NEW BUSINESS:

  1. Historic Downtown District – Requesting approval to install an illuminated blade sign on the front of the building located at 165 E. Morgan Street; Owner:  Wrigley Real Estate Holdings, LLC.  Presented by:  Eric Hoots-Bailey and Wood and Andrew Schulenburg – The Baldus Group.

Andrew Schulenburg made the presentation to the Commission.   He was requesting approval to install an illuminated blade sign on the front of the building located at 165 E. Morgan Street.   Mr. Schulenburg stated that the mortgage lending company is planning to open an office at this address which had been the Fleener’s Family Hair Care.

Building Inspector Bob Strader said the sign was 42 inches overall.

City Engineer Troy Swan said that 36 inches is the limit allowed but that the sign can be adjusted by scaling it down.  It must meet the ordinance.

MOTION:   A motion was made by Troy Swan to approve the request to install an illuminated blade sign on the front of the building located at 165 E. Morgan Street as requested by the Baldus Group, pending final approval from Bob Strader, Building Inspector.    Rick Heacock  seconded the motion which passed unanimously.

  1. Docket PC21025: Request Plat Approval for Lots 1-2-3 Martinsville Outparcel Retail Commercial Subdivision; Owner:  Martinsville Outparcel Retail, LLC. Presented by:  Guggenheim Commercial Real Estate Group – Mike Guggenheim, Lots 1-2-3 to be platted from the two parcels listed below:

The petitioner was asking for a replat of the property listed above.   Additional land had been added.    The land met the required elevation.

MOTION:    Ben Rawlins motioned to approve the plat request for Lots 1-2-3 Martinsville Outparcel Retail Commercial Subdivision as requested by the Guggenheim Commercial Real Estate Group.   The motion was seconded  by Ann Miller and passed unanimously.

  1. Docket PC21026: Zoning Map Change from Agriculture to PUD-E for the purpose of accommodating a Planned Unit Development with residential and commercial components.    Parcel #55-13-10-200-001.000-023; Legal Description: S10 T11 R1E Pt Ne 84.85  acres; Owner:  R & M Hanna Farms, Inc; Buyer in contract: Forestar (USA) Real Estate Group, Inc.   Presented by Melissa Garrard, Entitlements Manager.

Melissa Garrard made the presentation to the Commission.    Ms. Garrard stated she was wanting a change in the zone district from AG—Agricultural to PUD-E, Planned Unit Development with residential and commercial components.   She distributed a packet containing information regarding the request.

The development will be named Hanna Farms in honor of the family farm that has owned the land for more than a century.   The property is located on Artesian Avenue, south of Grand Valley Boulevard.

The housing development will include both ranch homes and two-story homes.  The homes will range in price from $250,000 to $325,000.   Some type of commercial use is planned for a 15-acre parcel directly west of Artesian Avenue.    Site plans also call for two retention ponds for drainage.

REMONSTRATORS:   None.

MOTION:   Ann Miller made a motion to recommend approval of the Zoning Map Change from Agriculture to PUD-E for the purpose of accommodating a Planned Unit Development with residential and commercial components for the M. Hanna Farms as requested by the Forestar (USA) Real Estate Group, Inc.   The motion was seconded by Ben Rawlins and passed unanimously.

NEXT MEETING:   The next regularly scheduled meeting of the Martinsville Plan Commission will be at 7:00 PM, Tuesday, December 28, 2021.

ADJOURNMENT:  There being no further business, the meeting was adjourned with a motion made by Troy Swan, seconded by Ben Rawlins, and passed unanimously.
