Common Council Meeting Minutes – May 23, 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, May 23, 2022. Administrative Assistant to the Mayor Mack Porter led the prayer followed by Mayor Costin leading the Pledge of Allegiance.

A quorum was present.

Council members Phil Deckard Sr. and Jim Wisco were absent.

MINUTES

Mayor Costin presented the Minutes of Monday, May 9, 2022. to the Council. A motion to accept and allow the Minutes was made by Councilwoman Ann Miller.  Councilwoman Suzie Lipps seconded the motion. The Minutes are approved 5-0.

MAYOR’S REPORT

Special Proclamation – Mayor Costin recognized student Abram Polley for his achievements at the Indiana University Regional Spelling Bee. Polley will represent Indiana at the Scripps National Spelling Bee in Washington D.C. on June 2, 2022.

Mayor Costin announced the city would be awarded over $400,000.00 for an EPA Grant.

Mayor Costin asked the Council to offer dates for a workshop to discuss building plans for the police building.

NEW BUSINESS

  1. Annual Tax Abatement Compliance Statements – Mike Dellinger, Morgan County Economic Development Director, presented the following:
    1. The Retreat at Mineral Springs – A motion to accept and allow was made by Councilman Phil Deckard II. Seconding the motion was Councilwoman Suzie Lipps.  The Motion passes 5-0.
    2. From / Tec Plastics, Inc. –A motion to accept and allow was made by Councilman Phil Deckard II. Seconding the motion was Councilwoman Ann Miller.  The Motion passes 5-0.
    3. Shields Holdings, LLC (Form/Tec Plastics, Inc.) – A motion to accept and allow was made by Councilman Phil Deckard II. Seconding the motion was Councilwoman Ann Miller.  The Motion passes 5-0.
    4. Twigg Corporation – A motion to accept and allow was made by Councilman Phil Deckard II. Seconding the motion was Councilwoman Ann Miller.  The Motion passes 5-0.
  2. Declaring Vehicles as Surplus – Superintendent Mac Dunn presented a listing of surplus police vehicles and a dump truck to the Council. A motion to declare the vehicles as surplus was made by Councilman Phil Deckard II.  Councilman Josh Ferran seconded the motion.  The Motion passes 5-0.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilwoman Suzie Lipps seconded the motion.  The Motion passes 5-0.

COUNCIL COMMENT

Various comments were by councilpersons regarding the health of Councilman Phil Deckrd Sr.; storm clean up and the sprinkler credit.

PUBLIC COMMENT

Comments were heard from residents Charlie Brown and Cecilia Kreff.

There being no further business, Mayor Costin declared the meeting adjourned.
