Common Council Meeting Minutes – June 13 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, May 23, 2022. Administrative Assistant to the Mayor Mack Porter led the prayer followed by Mayor Costin leading the Pledge of Allegiance.

A quorum was present.

Councilman Phil Deckard Sr. was absent.

MINUTES

Mayor Costin presented the Minutes of Monday, May 23, 2022. to the Council. A motion to accept and allow the Minutes was made by Councilwoman Ann Miller.  Councilwoman Suzie Lipps seconded the motion. The Minutes are approved 6-0.

MAYOR’S REPORT

Mayor Costin announced the 2023 Budget workshops will be held in July and August.  The workshops will be held on Council meeting days beginning at 4:30.

REPORTS

Morgan County Economic Development Corporation – Mike Dellinger, Director of the MCEDC gave updates regarding housing developments, drainage on the east side of Martinsville, capital developers and life science businesses.

Human Resources – First Deputy Ben Merida discussed the Wellness team will be taking part in fitness challenges, life skills, CPR classes and management training.  Merida also explained the City’s Employee Benefit Trust is doing well and suggested contributing some of those funds to the Rainy Day fund.

NEW BUSINESS

Ordinance 2022-0038 / Rezone Property at 490 E. Morgan Street – This is the first reading of the ordinance.  A motion to suspend the rules and have action tonight was made by Councilman Phil Deckard II.  Councilwoman Ann Miller seconded the motion.  The Motion passes 6-0.  A motion to rezone this property from B-2 to B-3 was made by Councilman Phil Deckard II.  Councilwoman Ann Miller seconded the motion.  The Motion passes 6-0.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilman Jim Wisco seconded the motion.  The Motion passes 6-0.

COUNCIL COMMENT

Councilman Phil Deckard II gave an update on his father Phil Deckard Sr. The latest census shows redistricting in the city.  The Council wants a “voice” in this as the County moves forward.  Therefore, Councilman Jim Wisco made the motion to appoint Councilman Phil Deckard II to the Redistricting Committee.  Councilwoman Suzie Lipps seconded the motion.  The Motion passes 6-0.

PUBLIC COMMENT

Resident Janice Kistler, 180 W. Columbus Street, asked the City to consider releasing a lean on property that her home will be moved to.  The County has agreed to cover the expenses to move the house.
