Common Council Meeting Minutes – June 27 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, June 13, 2022. Mayor Costin led the prayer and led Pledge of Allegiance.

A quorum was present.

Council members Phil Deckard Sr and Ben Mahan were absent. Clerk – Treasurer Rebecca Tumey was absent.

MINUTES

Mayor Costin presented the Minutes of Monday, June 13, 2022. to the Council. A motion to accept and allow the Minutes was made by Councilwoman Ann Miller.  Councilman Jim Wisco seconded the motion. The Minutes are approved 5-0.

PUBLIC HEARING

Mayor Costin recessed the Council meeting to open the Public Hearing for Community Development Block Grant / Wastewater Grant Program.  Mayor Costin called three times for public comment.  Hearing none, the Public Hearing closed and the Council meeting reconvened. 

NEW BUSINESS

Resolution 2022 – 0010 – Authorizing Application Submission to the CDBG Wastewater Grant program.  A motion to accept and allow was made by Councilman Phil Deckard II.  Seconding the motion was Councilman Josh Ferran.  The Motion passes 5-0.

Resolution 2022 – 0011 – Approval of Redevelopment Commission’s Determination and Report of No Excess Assessed Value. A motion to accept and allow was made by Councilman Phil Deckard II.  Seconding the motion was Councilwoman Ann Miller.  The Motion passes 5-0.

Resolution 2022 -0012– Authorizing the name of Streets Ruth Rusie and Bobby Helms.  A motion to accept and allow was made by Councilman Phil Deckard II.  Seconding the motion was Councilman Josh Ferran.  The Motion passes 5-0.

Discussion of Legacy Program – No action was needed.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilman Jim Wisco seconded the motion.  The Motion passes

5-0.

COUNCIL COMMENT

Councilman Phil Deckard II gave an update on his father Phil Deckard Sr.  Councilman Jim Wisco gave praise to Rob Helms for a great concert this past Saturday.  Councilwoman Ann Miller concurred.  Councilman Deckard asked the park pool closes at 5:30 p.m.  Councilpersons Josh Ferran and Ann Miller praised the parks.

PUBLIC COMMENT

Resident Cecelia Kreff had comments regarding Legacy Business Consultants and asking about the crosswalks at Jefferson and Morgan Streets.
