Common Council Meeting Minutes – July 25, 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, July 25, 2022. Pastor Roxie McNelly of First Christian Church led the prayer. Mayor Costin led Pledge of Allegiance.

A quorum was present.

Council members Suzie Lipps and Ann Miller were absent.

MINUTES

Mayor Costin presented the Minutes of Monday, July 11, 2022, to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard Sr.  Councilman Phil Deckard II seconded the motion. The Minutes are approved 5-0. 

MAYOR’S COMMENTS

Mayor Costin announced the city has begun distributing information on how to register your telephone number to receive alerts.  Mayor Costin asked Council president Phil Deckard II to organize a workshop to discuss the plans for the new police station.

Mayor Costin recessed the Council meeting for a public hearing.

Mayor Costin declared the Public Hearing open.

Clerk-Treasure Becky Tumey presented Ordinance 2022-0040 / Additional Appropriation for fuel and repairs for the Fire, Police and Building Inspector.  Mayor Costin called for public comment.  Resident Cecelia Kreff, 11 N. Jefferson Street appeared and commented on the disconnect of the President of the United States.  Mayor Costin call twice more for public comment.  Hearing none, he closed the public hearing and reconvened the Council meeting.

Mack Porter Executive Assistant to the Mayor explained the rules to pass the ordinance on the first reading.  Councilman Jim Wisco made the motion to suspend the rules of the ordinance.  Councilman Phil Deckard II seconded the motion.  The Motion passes 5-0.

A motion to accept and allow Ordinance 2022-0040 on the first reading was made by Councilman Jim Wisco.  Seconding the motion was Councilman Phil Deckard Sr.  The Motion passes 5-0.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilman Jim Wisco seconded the motion.  The Motion passes 5-0.
