Unsafe Building & Hearing Authority Meeting Minutes – May 18, 2022

I. CALL TO ORDER

Commissioner G. Thomas Gray called to order the regular scheduled meeting of the Unsafe Building & Hearing Authority at 7:00 p.m. on Wednesday, May 18, 2022, in the Council Chambers of Martinsville City Hall.

II. ROLL CALL

Commissioner Gray conducted the roll call. The following were present: G. Thomas Gray, Board
Commissioner; Dwayne Metcalf, Board Commissioner; Mike Lanam, Board Commissioner; Bob Strader, Building Inspector; Dale Coffey, Board Attorney; Mae Cooper, Administrative Assistant to the Building Inspector; Phil Vaught, Code Enforcement Officer; Mac Dunn, City Superintendent; Gary Oakes, City Planner; and Mayor Kenny Costin.

III. CONSIDERATION OF MINUTES

A motion to approve the minutes from the April 20, 2022 meeting was made by Commissioner Lanam and seconded by Commissioner Gray. Motion passed 3 – 0

IV. PUBLIC SIGN IN DISCUSSION

190-190 ½ – 192 W. Harrison St: Owner Ceceila Krefft stated she plans to have a company take a look at the basement when the tenants have moved out of the rental. On May 11th she had Tom Wallace inspect the air quality; it tested high. Inspector Strader asked Ms. Krefft about the holes in the foundation and the two holes in the roof. She stated she plans to make repairs to the structure. The Commissioners discussed with Ms. Krefft about securing the former market building as it was recently broken into. A motion was made by Commissioner Metcalf and seconded by Commissioner Lanam to obtain a court order for and Administrative Warrant for 190-190 ½ – 192 W. Harrison Street. Motion passed 3 – 0

A motion was made by Commissioner Metcalf to table further discussion until the June meeting. Commissioner Gray seconded the motion. Motion passed 3 – 0

V. UNFINISHED BUSINESS

A) 190, 190 ½, 192 W. Harrison St: See “Public Discussion”

B) 240 Vandalia St: Inspector Strader reported the grass has been mowed and there has been some cleanup on the property.

C) 339 N. Main St: Tabled until the July 20th meeting.

D) 389 N. Main St: The property has been sold. The Commissioners will monitor.

E) 520 W. Douglas St: Inspector Strader reported some windows have been broken out of the house since his last visit to the property. The front porch also is filled full of stuff. Mae Cooper will send a letter to the owner requesting her attendance at the June UBHA meeting.

F) 379 W. Douglas St: The hole on the outside wall of the house has not been repaired. Mae Cooper will send a letter requesting the owners’ attendance at the June UBHA meeting.

G) 400 N. Sycamore St: Tabled until the June 29th meeting.

H) 880 S. Main St: The house now has a new roof. Inspector Strader will contact the owner regarding the issues with the soffits.

I) 289 N. 4th St: No progress has been made to repair the shed on the property. The south side of the structure is in bad shape. Commissioner Metcalf made a motion to send a 10-day demolition letter to the owner. The motion was seconded by Commissioner Gray. Motion passed 3 – 0

VI. NEW BUSINESS

A) 180 W. Washington St: Inspector Strader will contact the owner regarding the siding issues with the garage.

B) June meeting date: Commissioner Gray made a motion to move the June 15th meeting date to June 29th. Commissioner Metcalf seconded the motion. Motion passed 3 – 0

VII. ADJOURNMENT

With no further business to discuss, a motion to adjourn was made by Commissioner Lanam and seconded by Commissioner Metcalf. Motion passed 3 – 0.
