Common Council Meeting Minutes – August 22, 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, August 22, 2022. Pastor John Maples of First Baptist led the prayer. Mayor Costin led Pledge of Allegiance.

  • A quorum was present.

Councilman Phil Deckard II was absent.

MINUTES

Mayor Costin presented the Minutes of Monday, August 8, 2022, to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard Sr.  Councilwoman Ann Miller seconded the motion. The Minutes are approved 6-0.

MAYOR’S COMMENTS

Mayor Costin asked Councilman Phil Deckard Sr. for an update on Councilman Phil Deckard II. Councilman Deckard II is at home resting and recovering from recent knee surgery.  Mayor Costin reminded everyone to sign up for RAVE.

Mayor Costin recessed the Council meeting for a public hearing.

PUBLIC HEARING

Petition for Voluntary Annexation, Ordinance 2022-0039., W. Joseph Disney and Kimberly A. Harmon.  Attorney Michael Ksenak presented the petition to the Council and the Public.  Mayor Costin called for public comment.  Resident Cecelia Kreff spoke in favor of the annexation.  Mayor Costin called a total of three times for public comment.  Hearing none, Mayor Costin closed the Public Hearing.

Mayor Costin reconvened the Council meeting.  Action on Ordinance 2022-0039 will occur on September 12, 2022.

 Resolution 2022-0014 / Adoption of Written Fiscal Plan for Annexation of Real Estate:   City Attorney Dale Coffey reminded the Council they could vote to suspend the rules and pass the resolution on the first reading.  A motion to suspend the rules was made by Councilman Jim Wisco.  Seconding the motion was Councilman Phil Deckard Sr.  The Motion passes 6-0.  A motion to accept and allow Resolution 2022-0014 was made by Councilman Phil Deckard Sr.  Councilwoman Ann Miller seconded the motion.  The Motion passes 6-0.

Resolution 2022-0016 / Approving the Issuance of Bonds of the Martinsville Redevelopment Commission:  RDC Attorney Dakota Vanleeuwen  presented the resolution.  The bond will be used to do sewer lining and sidewalks.  A motion to accept and allow was made by Councilwoman Ann Miller.  Seconding the motion was Councilman Jim Wisco.  The motion passes 6-0.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilman Phil Deckard Sr. Councilman  Jim Wisco seconded the motion.  The Motion passes

6-0.

There being no further business, Mayor Costin declared the meeting adjourned.
