Mayor Costin called the meeting Martinsville Common Council to order on Monday, October 24, 2022. Vicar Thomas Chamberlain of Prince of Peace led the prayer. Mayor Costin led Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of Monday, October 10, 2022, to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The Minutes were approved 6-0.
MAYOR’S COMMENTS
Mayor Costin announced a Town Hall meeting on Thursday, October 27th at 6:30 p.m. The topic of the meeting is new districts. In addition, he asked that Council members respond to a proposed Executive Session on December 8, 2022. Mayor Costin reminded everyone to sign up for RAVE, by texting “Martinsville” to 78015.
NEW BUSINESS
Ordinance 2022-0043 / 2023 Budget – City Financial Advisor Jeff Peters appeared to answer questions. Councilman Phil Deckard II made hearing none a motion to accept and allow the 2023 Budget. Councilwoman Suzie Lipps seconded the motion. The Motion passes 6-0.
Ordinance 2022 – 0041 / 2023 Salaries of Elected Officials– Attorney Glen Koch explained the salary ordinance must be passed before November 1, 2022. Failure to pass the proposed ordinance tonight would mean a special meeting would be held on October 31, 2022. Koch explained it could be passed tonight if the Council suspended the rules and a unanimous vote occurs. A motion to suspend the rules was made by Councilwoman Suzie Lipps. Seconding the motion was Councilman Jim Wisco. The motion passes 6-0. A motion to accept and allow was made by Councilwoman Suzie Lipps. Seconding the motion was Jim Wisco. The Motion passes 6-0.

COUNCIL COMMENT
Various comments from the Council included the following: Ohio and South Streets, Mulberry and Pike Streets and fishing at the Jimmy Nash Park.
