Common Council Meeting Minutes – November 14, 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, November 14, 2022. Deputy Clerk Ben Merida led the prayer. Mayor Costin led the Pledge of Allegiance.

A quorum was present.

Councilman Deckard Sr. absent.

MINUTES

Mayor Costin presented the Minutes of Monday, October 24, 2022, to the Council. A motion to accept and allow the Minutes was made by Councilwoman Suzie Lipps.  Councilwoman Ann Miller seconded the motion. The Minutes were approved 6-0. 

Mayor Costin recessed the Council meeting for a Public Hearing.

PUBLIC HEARING

Deputy Clerk Ben Merida presented an Additional Appropriation for the City’s final payment on the 911 Inter-local Agreement for comments.  Mayor Costin called three times for Council and public comment.  Hearing none, Mayor Costin closed the public hearing.

Mayor Costin reconvened the Council meeting.

NEW BUSINESS

Ordinance 2022-0044 / Additional Appropriation/ 911 Interlocal Agreement – First reading. Action on November 24, 2022.

Ordinance 2022-0045 / Fund 199/ American Rescue Plan Act Monies  – First reading. Action on November 24, 2022.

Ordinance 2022-0047 / Amendment to City Code Chapter 70 – First reading. Action on November 24, 2022.

Resolution 2022-0026 / Lease of Certain Facilities/ New Police Station ­– A motion to accept and allow was made by Councilwoman Suzie Lipps.  Councilman Jim Wisco seconded the motion.  The Motion passes 6-0.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims was made by Councilwoman Suzie Lipps. Councilwoman  Ann Miller seconded the motion.  The Motion passes

6-0.

ADJOURN

There being no further business, Mayor Costin declared the meeting adjourned.
