Common Council Meeting Minutes – November 28, 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, November , 2022. Vicar Thomas Chamberlain of Prince of Peach Church led the prayer. Mayor Costin led the Pledge of Allegiance.

A quorum was present.

Councilmen Mahan and Ferran were absent.

MINUTES

Mayor Costin presented the Minutes of Monday, November 14, 2022, to the Council. A motion to accept and allow the Minutes was made by Councilwoman Ann Miller. Councilwoman Suzie Lipps seconded the motion. The Minutes were approved 5-0.

Mayor Costin recessed the Council meeting for Public Hearings.

PUBLIC HEARING

County Commissioner Brian Collier and County Administrator John Messmer appeared to answer questions regarding the County request to vacate public ways. Collier and Messmer verified a parking lot and not a parking garage will be constructed in the area. Mayor Costin called for public comment. Hearing none, Mayor Costin closed the public hearing.

City Attorney Dale Coffey was present to answer questions regarding an Amendment to City Code Chapter 70. Mayor Costin called for public comment. Hearing none, Mayor Costin closed the public hearing.

Bond Council Adam Stuerwald of Barnes and Thornburg appeared to answer questions regarding a proposed lease for the new police station and additional appropriation. Mayor Costin called for public comment. Hearing none, Mayor Costin closed the public hearing.

Mayor Costin reconvened the Council meeting.

NEW BUSINESS

Resolution 2022-0027 / Execution of a Lease / Police Station – A motion to accept and allow was made by Councilman Jim Wisco. Seconding the motion was Councilwoman Suzie Lipps. The Motion passes 5-0.

Resolution 2022-0028/ Martinsville Economic Development Area – RDC Attorney Dakota Vanleeuwen presented the resolution to the Council. A motion to accept and allow was made by Councilman Phil Deckard Sr. Councilman Phil Deckard II seconded the motion. The Motion passes 5-0.

Ordinance 2022-0046 / Vacate Public Ways – A motion to suspend the rules was made by Councilwoman Suzie Lipps, with Councilwoman Ann Miller seconding the motion. The motion passes 5-0. A Motion to accept and allow was made by Councilwoman Suzie Lipps. Seconding the motion was Councilwoman Ann Miller. The Motion passes 4-0-1. Councilman Jim Wisco abstained.

Ordinance 2022-0044 / Additional Appropriation / Final Payment of Inter-Local Agreement – A motion to accept and allow was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The motion passes 5-0.

Ordinance 2022-0045 / Fund 199/ American Rescue Plan Act Monies – A motion to accept and allow was made by Councilwoman Ann Miller. Seconding the motion was Councilwoman Suzie Lipps. The Motion passes 5-0.

Ordinance 2022-0047 / Amendment to City Code Chapter 70 – A motion to accept and allow was made by Councilman Jim Wisco. Councilman Phil Deckard II seconded the motion. The Motion passes 5-0.

Ordinance 2022-0049 / Appropriating Proceeds from the Sale of Certain Property ¬– First reading.

Ordinance 2022-0050 / Amendment to City Code Chapter 2, Article 2- First Reading.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilman Phil Deckard Sr. seconded the motion. The Motion passes
5-0.

COUNCIL COMMENTS

Councilwoman Ann Miller gave kudos to the WCBK Christmas Parade. Mayor Costin reminded everyone of the Bobby Helms Christmas on December 4th.
