Common Council Meeting Minutes – December 12, 2022

Mayor Costin called the meeting Martinsville Common Council to order on Monday, December 12 , 2022. Senior Minister Rick Miller of Eastview Christian Church led the prayer. Mayor Costin led the Pledge of Allegiance.

A quorum was present.

Councilwoman Suzie Lipps was absent. Councilman Jim Wisco arrived just after roll call.

MAYOR’S COMMENTS

Mayor Costin asked for a moment of silence for the loss of resident Cecelia Krefft. Mayor Costin also presented the dates of the 2023 Council meetings.

MINUTES

Mayor Costin presented the Minutes of Monday, November 28, 2022, to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard sr. Councilwoman Ann Miller seconded the motion. The Minutes were approved 6-0.

Mayor Costin recessed the Council meeting for a Public Hearing.

PUBLIC HEARING

City Attorney Dale Coffey presented Ordinance 2022-0050 / Amendment to City Code Chapter 2, Article 2. Mayor Costin called for Public Comment. Hearing none Mayor Costin closed the Public Hearing and reconvened the Council meeting.

NEW BUSINESS

Ordinance 2022-0050 / Amendment to City Code Chapter 2, Article 2/ Redistricting City Map – A motion to accept and allow was made by Councilwoman Ann Miller. Seconding the motion was Councilman Phil Deckard II. The motion passes 6-0.

Resolution 2022-0031 /Year-End Stipend, Christmas Bonus and Reduction of Heath and Insurance Premiums for 2023 and 2024 – A motion to accept and allow was made by Councilman Jim Wisco. Councilman Josh Ferran seconded the motion. The motion passes 6-0.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilman Phil Deckard Sr. seconded the motion. The Motion passes 6-0.

ADJOURN

There being no further business, Mayor Costin declared the meeting adjourned.
