Mayor Costin called the meeting Martinsville Common Council to order on Monday, January 9, 202. Reverend Patricia Cook of the Apostolic Faith Church led the prayer. Mayor Costin led the Pledge of Allegiance.

MAYOR’S COMMENTS
Mayor Costin reminded everyone to sign up for RAVE, to leave a trickle of water running during the winter and that today is National Police Appreciation Day. Costin also asked the Council to consider deeding the parking near the former Moose Lodge to Churches in Mission. City Attorney Dale Coffey will prepare the documents.
MINUTES
Mayor Costin presented the Minutes of Tuesday, December 27, 2022, to the Council. A motion to accept and allow the Minutes was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The Minutes were approved 6-0.
Mayor Costin recessed the Council meeting for a Public Hearing.
PUBLIC HEARING
Financial Advisor Jeff Peters presented the Addition Appropriation. Ordinance 2022-0051 is required to finalize the 2023 Budget. During inputting of the 2023 Budget into Gateway, not all of the Form 4 figures populated. Peters has spoken with the DLFG (Department of Local Government Financing) and was told the ordinance was the way to correct the problem. Mayor Costin called for public comment. Hearing none, the Public Hearing was closed. Mayor Costin reconvened the Council Meeting.
NEW BUSINESS
Election of President Pro Tempore – Mayor Costin called for nominations. Councilwoman Ann Miller nominated Councilman Phil Deckard II. Hearing no further nominations, Councilman Phil Deckard Sr., seconds the nominations. After closing the nominations, Mayor Costin closed the nominations. A motion to accept and allow Councilman Phil Deckard II to remain President Pro Tempore was made by Councilman Jim Wisco. Councilwoman Suzie Lipps seconded the motion. The Motion passes unanimously.
Appointment to Commissions/ Planning Commission – Mayor Costin called for nominations. Councilman Phil Deckard II nominated Councilwoman Ann Miller to retain her seat. Councilwoman Suzie Lipps seconded the nomination. Hearing no further nominations, Mayor Costin closed the nominations. A motion to accept and allow Miller to keep her seat was made by Councilman Phil Deckard II, with Councilman Jim Wisco seconding the motion. The motion passes unanimously.

First Reading Ordinance 2022-0051/ Additional Appropriations/ 2023 Budget – A motion to suspend the rules and to take action tonight was made by Councilwoman Suzie Lipps. Seconding the motion was Councilman Jim Wisco. A motion to accept and allow was made by Councilwoman Suzie Lipps. Seconding the motion was Councilman Jim Wisco. The Motion passes 6-0.
Purchase Offer/RH Marlin/2502 W. Clover Lane – The building is the former Road Safe / Fastenal building. Director of Planning and Engineer Gary Oakes reported the City has a purchase offer of $425,000.00. A motion to accept and allow was made by Councilwoman Ann Miller. Councilman Josh Ferran seconded the motion. The motion passes 6-0.
Sale of Real Estate/Lot Corner of Poston Road and Ohio Streets – The City has an offer of $135,000.00 to sell the lot. A new Walgreen’s is slated to be built there. A motion to accept and allow was made by Councilman Phil Deckard II. Seconding the motion was Councilwoman Suzie Lipps. The Motion passes 6-0.

Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The Motion passes 6-0.
