Common Council Meeting Minutes – February 27, 2023

Mayor Costin called the meeting of the Martinsville Common Council to order on Monday, February 27, 2023. Deputy Clerk Ben Merida led the prayer. Mayor Costin led the Pledge of Allegiance.

A quorum was present.

Clerk Treasurer Becky Tumey, Councilman Jim Wisco and Councilwoman Ann Miller were absent.

MINUTES

Mayor Costin presented the Minutes from the meeting on Monday, February 13, 2023. Councilman Phil Deckard II made the motion to approve the minutes as presented. Councilman Ben Mahan seconded the motion. The motion passed 5-0.

MAYOR’S COMMENTS

Mayor Costin reminded everyone that the State of the City will be on March 14 at the High School cafeteria.

PUBLIC HEARING

The meeting was recessed to have a public hearing regarding Ordinance 2023-0053 – Flood Damage Prevention Ordinance.  Director of Planning and Engineering Gary Oakes presented the ordinance.  A call for public comment was announced three times.  No public comment was submitted.  The meeting was reconvened.

NEW BUSINESS

First Reading of Ordinance 2023-0053 – no action was taken on this item as it was the first reading.

CLAIMS

Mayor Costin presented the Claims.  A motion to accept and allow the Claims as presented was made by Councilman Phil Deckard II. Councilwoman Suzie Lipps seconded the motion.  The motion passed 5-0.

COUNCIL COMMENTS

Councilman Phil Deckard II asked for an update to the leadership classes that the city has been offering.  An update will be provided at a future meeting.

Councilman Josh Ferran asked for more information on how to provide money to local non-profits.  Councilman Phil Deckard Sr responded that any requests should be submitted to him for review of the committee.

Gary Oakes updated the council on work on the plume with the EPA.  Local work should be completed within the next eight weeks.

PUBLIC COMMENTS

Betty Chamberlin with the Martinsville Crime Watch invited everyone to a Cops and Kids event hosted by the Morgan County Library on March 21st at 6:30 PM.
