Unsafe Building and Hearing Authority Meeting Minutes – January 18, 2023

I. CALL TO ORDER

Commissioner Tom Gray called to order the meeting of the Unsafe Building & Hearing Authority at 7:00 p.m. on Wednesday, January 18, 2023 in the Council Chambers of Martinsville City Hall.

II. ROLL CALL

Commissioner Gray conducted the roll call. The following were present: G. Thomas Gray, Board Commissioner; Dwayne Metcalf, Board Commissioner; Mike Lanam, Board Commissioner; Dale Coffey, Board Attorney; Bob Strader, Building Inspector; Phil Vaught, Code Enforcement Officer; Mae Cooper, Administrative Assistant to the Building Inspector; and Mac Dunn, City Superintendent.

III. CONSIDERATION OF MINUTES

A motion to approve the minutes from the December 21, 2022 meeting was made by Commissioner Metcalf and seconded by Commissioner Lanam. Motion passed 3 – 0

IV. UNFINISHED BUSINESS

A) 749 Morton Ave: Inspector Strader spoke with the owner regarding issues with the front porch of the house. They also discussed the condition of the two sheds in the rear of the property. Commissioner Gray asked Inspector Strader if the sheds were unsafe. Inspector Strader stated they are unsafe structures. Inspector Strader will send a letter to the owner concerning the condition of the sheds and requesting him to make the necessary repairs.

B) 520 W. Douglas St: A motion was made by Commissioner Metcalf to have Attorney Coffey send a letter to the owners asking them to attend the February meeting. Commissioner Gray seconded the motion. The motion passed 3 – 0.

C) 1305 Ash Court: Attorney Coffey has not received notification of who was appointed as personal representative for the owner’s estate. He will petition the court to allow the City to intervene to take care of the issues with the house.

D) 645 S. Ohio St: Repairs have not been made to the exterior of the house. Commissioner Metcalf made a motion to have Inspector Strader request bids from three contractors to make the needed repairs. Commissioner Gray seconded the motion. Motion passed 3 – 0.

V. NEW BUSINESS

A) 309 E. Morgan St: Inspector Strader will send a letter to the owner requesting permission to inspect the interior of the house on the property. The mini barn in back of the property is unsafe. A motion was made by Commissioner Lanam to send the owner a 10-day demolition letter to have the shed removed. A second motion was made by Commissioner Metcalf. The motion passed 3 – 0.

B) 359 E. Morgan St: The property was sold on Tax Sale in October 2022. Inspector Strader will monitor the property.

C) 60 N. St. Clair St: Inspector Strader will contact the owner about the condition of the siding.

D) 410 N. Sycamore St: There is trash and debris in the yard and several dogs tied up in various areas of the yard. Inspector Strader will investigate.

VI. ADJOURNMENT

With no further business to discuss, a motion to adjourn was made by Commissioner Lanam and seconded by Commissioner Metcalf. Motion passed 3 – 0.
