Common Council Meeting Minutes – March 13, 2023

Common Council

Mayor Costin called the meeting Martinsville Common Council to order on Monday, March 13, 2023. Mack Porter, Executive Assistant to the Mayor led the prayer. Mayor Costin led the Pledge of Allegiance.

A quorum was present.

Council persons Mahan. Lipps and Wisco were absent.

MAYOR’S COMMENTS

Mayor Costin reminded everyone to sign up for RAVE. Text “Martinsville” to 78015 to receive up to date information regarding the City. All radio-Read water meters are expected to be installed by the end of 2023.

MINUTES

Mayor Costin presented the Minutes of Monday February 27, 2023. Councilman Phil Deckard II. made the motion to accept and allow the Minutes as written. Seconding the motion was Councilman Phil Deckard Sr. The Motion passes 4-0.

SPECIAL RECOGNITION

On February 23, 2023, there was a residential fire at 434 Kristi Lane. Officers Pond, Zupan and Shultz were dispatched to the home. Upon arrival, it was discovered there was a wheelchair bound person inside the home. Officer Pond entered the home by a window and assisted the person through the window outside to safety. The Officers were given special recognition for their heroic efforts.

NEW BUSINESS

Ordinance 2023-0053 / Flood Damage Prevention, second reading – A motion to accept and allow was made by Councilman Phil Deckard Sr. Seconding the motion was Phil Deckard II. The motion passes unanimously.

Artesian Group LLC, 34 East Morgan Street / Tax Abatement – Mike Dellinger, Director of the Morgan County Economic Development presented the proposed tax abatement. Action will be a future meeting.

Corporate Quit claim Deed / Joseph B. Stierwalt, 957 E. South Street – City Attorney Dale Coffey presented the Quit claim for consideration. A motion to accept and allow was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The Motion passes 4-0.

Request for Funds from the Opioid Settlement – Judy Bucci of Stability First and the Better Community Coalition requested $27,384.00 to continue with out-patient treatment, work material s, etc. for the 12 Week program. A motion to table this item was made by Councilman phil Deckard II. Councilwoman Ann Miller seconded the motion. The motion passes unanimously.

CLAIMS

Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilwoman Ann Miller seconded the motion. The Motion passes 4-0.

There may be workshop regarding the Sanitation Department in the future.
