Mayor Costin called the meeting Martinsville Common Council to order on Monday, March 13, 2023. Senior Minister Nathan Crowe of Eastview Christian Church led the prayer. Mayor Costin led the Pledge of Allegiance.

MAYOR’S COMMENTS
MINUTES
Mayor Costin presented the Minutes of Monday March 13, 2023. Councilman Phil Deckard Sr. made the motion to accept and allow the Minutes as written. Seconding the motion was Councilman Phil Deckard II. The motion passed 6-0.
UNFINISHED BUSINESS
Request for Funds from the Opioid Settlement – Stability First has requested $27,384.00 from the City to aide their fight against drugs. A motion to accept and approve was made by Councilman Phil Deckard II. Seconding the motion was Councilman Jim Wisco. The motion passed 6-0.
NEW BUSINESS
Consideration of the Continuance of the Legacy Health and Wellness Program – Deputy Clerk Ben Merida reported he asked employees taking part in the program to send comments to Phil Deckard II. It was agreed this will be placed on the agenda again sometime in the future.
CLAIMS
Mayor Costin presented the Claims. A motion to accept and allow the Claims was made by Councilman Phil Deckard II. Councilman Ben Mahan seconded the motion. The motion passed 6-0.
Council Comments – Councilman Josh Ferran made comments regarding sidewalks, reports from the Parks department and April 1, 2023 is clean-up day at the Artesian Little League ball diamonds. Councilwoman Suzie Lipps thanked those that recognized the recent passing of her father. Council Ben Mahan requested a traffic study in the area of Morton Avenue, Mulberry Street and West Randolph Streets. Councilman Phil Deckard II recognized the Board of Works approving the purchase of two packers.
