A regular meeting of the Martinsville Redevelopment Commission (RDC) met at 7:30 am on Wednesday, March 8, 2023, in the Council Chambers of Martinsville City Hall.
Roll Call:
Commission members: Dair Grant, Rich Griswold, Paul Lauck, Phil Deckard were in attendance. Al Myers was absent. Also in attendance were Joe Gaunt, Gary Oaks, Mayor Costin, Luke Jackson.
Meeting called to order by President Dair Grant.
With the absence of Secretary Al Myers, Vice President Rich Griswold took minutes.
Approval of Minutes:
The minutes of the February meeting were discussed.
Motion to approve February minutes by Paul Lauck. Seconded by Rich Griswold.
Motion approved 3-0 with Phil Deckard abstaining since he was not present at the February meeting.
Approval of Claims:
Motion to approve claims of $12,080.27. Motion made by Phil Deckard. Seconded by Paul Lauck.

Engineer’s Report:
Update given on progress of various projects going on around town. South St finishing up, Ohio St, Garfield St.

New Business:
Gary Oaks opened bids for the Hacker Sewer Project. Three bids were received: Reed & Sons – $1,575,253; SLB Pipe Solutions – $1,765,150; Sub-Surface Indiana – $2,186,539. All bids have been taken under advisement. Engineers Estimate for project was $1,450,000.
The new contract for attorney Joseph Gaunt was presented and approved. Motion made by Rich Griswold. Seconded by Phil Deckard. Motion approved 4-0.
Gary Oaks presented a proposal for the Rogers Block Plant by Envoy on how the property can be developed to sell. The group will read through the presentation and discuss at a later time.
Dair Grant presented the City of Martinsville Redevelopment Commission 2022 Annual Report. Attorney Joe Gaunt suggested that the report be approved at the April meeting since it was not on the advertised agenda for March.
Dair Grant introduced Luke Jackson who will be the representative for the Metropolitan School District of Martinsville.
Attorney Report:
New attorney Joseph Gaunt was presented to the commission and stated that he has had discussions with Dakota VanLeeuwen and is looking forward to representing the commission.
