Board member John Lillywhite was absent.

MINUTES

Mayor Costin presented the Minutes of March 27, 2023.  Board member Kelly Bray made the motion to accept and allow the Minutes.  Mayor Costin seconded the motion. The motion passes 2-0.

STAFF REPORT

Police Chief John Richards presented a traffic study report for Morton Avenue, Randolph and Mulberry Streets.  Chief Richards reported the area is a difficult intersection and has no traffic control device.  A motion to table this item was made until the next meeting was made by Board member Kelly Bray.  Mayor Costin seconded the motion. The motion passed unanimously. 

NEW BUSINESS

Consideration of the Application Form for the Adopt – A – Street Program – Executive Assistant to Mayor Costin, Mack Porter presented the form.  A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.

Consideration of Lighting Service Agreement / Duke Energy – City Superintendent Mac Dunn presented the agreement that would install street lighting at Ruth Rusie Way.  A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.

Consideration of “Caution Pedestrians” Signage on North Jefferson & Sycamore Streets  – City Attorney Dale Coffey discussed the need for signage in the area of North Jefferson Street and North Sycamore Street.  A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.

Consideration of Agreement for Subsurface Investigation & Geotechnical / Proposed Skate Park – Gary Oakes of Department of Planning and Engineering explained this contract is necessary before plans can move forward on the skate park.  A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.

Consideration of Lighting Service Agreements / Duke Energy –  City Superintendent Mac Dunn presented the agreements that will allow Duke Energy to convert the city’s street lighting to LED lights:

  1. Agreement DEMIN47039004 – A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.
  2. Agreement DEMIN48003724 – A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.
  3. Agreement DEMIN48003739 – A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.
  4. Agreement DEMIN48003747 – A motion to accept and allow was made by Board member Kelly Bray.  Mayor Costin seconded the motion.  The motion passed 2-0.

Board member Kelley Bray made the motion to accept and allow the adjustments. Mayor Costin seconded the motion.  Motion passed 2-0.
