Mayor Costin called the Martinsville Common Council to order on Monday, May 8, 2023 at 7:00 PM. Pastor Jason Abney led the Prayer for those in attendance. Mayor Costin then led the attendees in the Pledge of Allegiance.

MINUTES
Mayor Costin presented the Minutes of the April 24, 2023 meeting to the Council. A motion to approve the minutes as presented was made by Councilman Phil Deckard II. Councilman Phil Deckard Sr. seconded the motion. The Motion passed 6-0
MAYOR’S REPORT
Mayor Costin reminded and encouraged everyone to sign up for the City’s Rave messaging system. Mayor Costin also wish Gary Oakes a Happy Birthday and updated the council on the status on the installation of the radio read meters. All should be installed by February of 2024.
NEW BUSINESS
The public hearing for Tax Abatement and Consideration of Resolution 2023-0037 – Tax Abatement Request were both tabled until the May 22, 2023 meeting.
First Reading of Ordinance 2023-0054 – Rezoning of Property – Attorney Mike Ksenak presented the ordinance to the council for their consideration and action. A motion to suspend the rules and take action on the first reading was made by Councilman Phil Deckard Sr. Councilwoman Ann Miller seconded the motion. The motion passed 6-0.
A motion to approve the rezoning was then made by Councilman Phil Deckard Sr. Councilwoman Ann Miller seconded the motion. The motion passed 6-0.
CLAIMS
Mayor Costin presented the Claims to the council. A motion to approve the claims was made by Councilman Phil Deckard II. Councilman Ben Mahan seconded the motion. The Motion passed 6-0.
MISCELLANEOUS
Councilwoman Ann Miller thanked those that voted for her during the primary election.
